The State of Washington is seeking a Training & Exercise Coordinator within the DOH Executive Office of Resiliency and Health Security. This role is responsible for building strategic partnerships and designing, conducting, and evaluating emergency preparedness trainings and exercises to enhance public health response capabilities.

Responsibilities

Design, develop, manage, facilitate, and evaluate emergency preparedness and response trainings and exercises that align with Homeland Security Exercise and Evaluation Program (HSEEP), Federal, State, Tribal, and Local guidelines
Setting up and hosting exercises and/or training in various locations across Washington State
Design, plan, conduct, and analyze the annual Integrated Preparedness Plan Workshop (IPPW) to identify and prioritize training and exercise needs based on federal, state, Tribal, and local jurisdictional input, processes, and policies
Update and maintain the Integrated Preparedness Plan (IPP) according to agency requirements, policies, and processes
Lead the development, coordination, and execution of emergency preparedness and response trainings and HSEEP exercises with federal, state, Tribal, and local partners that test emergency response capabilities and ensure interoperability
Serve in a command or general staff position during exercises and real-world responses
Represent the agency at the State Emergency Operations Center (SEOC) during public health drills/exercises and actual responses as assigned

Required

Five (5) or more years of experience working for a preparedness or emergency management program, EMS program, or an equivalent field
A Bachelor's degree or higher with major study in public health, healthcare administration, emergency management, public administration, business administration or closely allied field; AND two (2) or more years of experience working for a preparedness or emergency management program, EMS program, or an equivalent field
Demonstrated experience functioning (in a role) within an activated emergency operation center or on an Incident Management Team during disasters
Experience with public speaking and facilitation of meetings
Experience in facilitating emergency response exercises
Experience in training facilitation
Ability to work on multiple complex projects at one time
Strong organizational and time management skills to prioritize and manage workload effectively
Completion of National Incident Management System Advanced course ICS 400 within the first 6 months of employment

Preferred

Completion of National Incident Management System and Incident Command System training to the ICS 400 level
Homeland Security Exercise Evaluation Program (HSEEP) Certification and/or Master Exercise Practitioner Certification
Experience in human-centered design, adult learning theory, and/or developing trainings
Demonstrated knowledge of Centers for Disease Control and Prevention, and Healthcare Preparedness Program Capabilities
Experience in an Emergency Operations Center position, or on a Type III Incident Management Team (or higher)
Ability to effectively use key performance indicators and data to identify opportunities and analyze process improvement
