Responsibilities
Assists in providing overall strategic and operational direction for Terry Reilly Intensive Case Management (ICM) teams operating in Single Site Permanent Supportive Housing (PSH) programs
Responsible for administration and coordination of Terry Reilly operational oversight and direction for designated programs
Provides leadership to the PSH team
Conducts program monitoring and provides guidance to assure alignment with all funding obligations and other organization expectations
Represents Terry Reilly PSH programs and interests at relevant community partner meetings to report progress, provide feedback, and maintain relationships
Assists in the development and oversight of program budgets, grant applications and completion of all required reports to funders, as assigned
In collaboration with the BH Director, assists with development, implementation and monitoring of relevant policies and procedures at Terry Reilly PSH single sites
Monitors compliance and effectiveness of existing policies and procedures and implements corrective actions as needed
Engages with external community stakeholders and resources to develop and enhance best practices for the program
In collaboration with the BH Director, facilitates the development and implementation of appropriate program evaluations of client and system outcomes (qualitative and quantitative) to improve program quality
Pulls data and reports from the Homeless Management Information System (HMIS) and the EHR, as necessary for evaluating and summarizing services and utilization
Provides direct supervision and evaluation of PSH supervisory staff
Works with other corporate leadership to ensure compliance with rules and accreditation standards for program oversight
Participates in budget preparation, monitoring and/or revisions
In collaboration with onsite supervisors, assists in behavioral health clinical staff recruitment and retention planning and implementation
Seeks out ways to maximize staff productivity and longevity
Addresses situations that might contribute to staff burnout where possible
Assesses staff training and development needs to ensure staff knowledge and skills stay up to date with evidence based practices and ensure compliance with Terry Reilly policies and stakeholder expectations
Works with on-site supervisor to organize necessary training
Assures that all PSH facilities and procedures follow Terry Reilly safety plans, policies, and procedures
Qualification
Required
Successful clearance of Department of Health and Welfare Criminal Background Check
Bachelor's degree in human services, social work, psychology, counseling, human development or related field required
Two (2) years of program management experience
Two (2) years of demonstrated supervision or leadership experience
Knowledge of homeless issues and demonstrate sensitivity to and desire to work with underserved populations
Knowledge and experience in the fields of substance abuse treatment, mental health and homelessness
Able to communicate effectively with diverse audiences
Sound critical thinking and decision-making skills
Skill in negotiating and mediating, particularly in sensitive situations
Consistently superb customer service skills; excellent interpersonal/assertive communication skills, and demonstrate a high degree of emotional intelligence
Knowledge and adherence to the philosophy of trauma-informed care, recovery, and client centered services
Excellent written and verbal communication skills, including proven experience with technical writing and public speaking
Demonstrated organizational, management, and human relations skills with a style that reflects maturity, leadership, sensitivity, flexibility, and teamwork
Preferred
Master's degree in human services field, public health or health care administration
Five (5) or more years of demonstrated supervision or leadership experience
Experience with Assertive Community Treatment teams
Experience in community mental health settings
Electronic Health Record (EHR) experience
