Program Control Analyst, Senior

They are seeking a Senior Program Control Analyst to join their finance team, responsible for reviewing budget and pricing data, maintaining financial reporting tools, and supporting audit inquiries.

Responsibilities
Review budget, cost, revenue, and pricing data for accuracy, completeness, consistency, and reasonableness
Create, develop, and maintain spend plans for Cost Plus, T&M, and Firm Fixed Price contracts
Review contracts, sub-contracts, expense reports, and invoices, for adherence to proposals, contract terms, and Federal regulations
Perform cost and price analysis for RFP/RFQs and develop pricing templates and models to evaluate different "what-if" scenarios
Work with program management to develop, maintain, and review financial reporting tools for both internal tracking purposes and external customer requirements
Support audit inquiries from DCAA
Complete reconciliations for contract close-out processes
Create contract coding in CostPoint for accurate timekeeping, revenue recognition, and invoicing
Participate in cost proposal pricing reviews, completing UPTs and pricing templates
Provide ad hoc financial analysis for both project and division level concerns
Assist with the development of smart and efficient financial analysis standards, strategies and best practices where applicable and integrate the same throughout the organization
Qualification
Required
Bachelor's degree from an accredited college or university (Preferred Accounting, Business Administration, Finance, Economics, or business-related field of study, but not a requirement)
At least five plus (5+) years of Government Finance/Program Control experience
Strong analytical background, mastery of cost and accounting forecasting skills
Experience with pricing proposals from Federal Government Agencies
Knowledge of FAR, CAS, allowable/un-allowable costs, and indirect rates
Demonstrated experience with budgeting, program control, and forecast modeling across all major contract types (FFP, T&M, CPFF/CPAF, IDIQ, etc.)
Sound understanding of cost and indirect cost relationships and how to build labor cost from salary to bid rates
Demonstrated hands-on work experience and knowledge of pricing, including reading and reviewing RFPs, cost model development, and cost proposal development
Demonstrated ability to effectively interact with and present to executive management
Demonstrated experience to execute multiple tasks simultaneously working in a team or independently
Ability to work in a fast-paced, deadline driven environment delivering results and quality services
Exceptionally detail oriented and able to translate big-picture analyses with complex contract structures
Strong organizational, verbal, written, analytical, problem solving, and communication skills
Expert/mastery of Microsoft Excel - candidate should understand how to create and use complex functions including pivot tables
Preferred
Experience producing CDRLs for Cost Plus contracts desired
Experience with CostPoint and Cognos desired, ability to write queries in Cognos a plus
Must be clearable candidate with an active Security clearance a plus but not required
