AHEC Program Manager
RiverStone Health is an essential provider of personal and public health services in Yellowstone County and south-central Montana. The AHEC Program Manager is responsible for leading and managing the Eastern MT AHEC Center and the Montana AIDS Education & Training Center, focusing on healthcare professional recruitment, training, and community health needs.

Responsibilities
Establish and oversee administrative procedures to meet objectives set by boards of directors or senior management
Direct activities of professional and technical staff members and volunteers
Provide direct service and support to individuals or clients, such as handling a referral for child advocacy issues, conducting a needs evaluation, or resolving complaints
Evaluate the work of staff to ensure that programs are of appropriate quality and that resources are used effectively
Establish and maintain relationships with other agencies and organizations in community to meet community needs and to ensure that services are not duplicated
Analyze proposed legislation, regulations, or rule changes to determine how agency services could be impacted
Prepare and maintain records and reports, such as budgets, personnel records, or training manuals
Speak to community groups to explain and interpret agency purposes, programs, and policies
Maintains and expands the range of programs offered to support workforce development and enhance rural health care in Montana with the collaboration of the AHEC Program Office, regional AHEC Centers and RiverStone Health
Explores opportunities for continuing education for rural communities and providers, including, but not limited to conferences, trainings and webinars
Directs day to day operations for the Eastern MT AHEC Center Office including managing the administrative, fiscal, and grant-related activities and requirements
Helps develop, analyzes, selects, and executes long-term financial sustainability strategies related to federal AHEC and AETC grant requirements and the WWAMI requirements
Seeks out potential grants to sustain the Eastern MT AHEC and / or provide expanded educational training experiences to students or health professionals, overseeing grant writing, grant management, and required reporting
Helps develop and manages budgets for AHEC, AETC, the local WWAMI program and track office, X-Ray Limited Permit workshops, Fundamentals of Behavioral Health (FBH), Management of Aggressive Behaviors (MOAB) trainings, and other relevant programs as opportunities arise. Process and dispense WWAMI preceptor stipends
Coordinates staff and faculty personnel to recruit and increase the number of individuals from the Eastern MT AHEC region, with an emphasis on minority and underserved youth, who enter health professions careers
Supports the goals of the multi-institutional, multi-disciplinary, community-based programs to ensure adequate access to primary health care services, with an emphasis on increasing access to rural, minority, and otherwise typically underserved communities
Oversees coordination of health professions-related education and training in response to community and regional needs including FBH, MOAB and other training programs
Oversee the coordination of student experiences, student placements for clinical / job-focused experiences, and preceptor training with community physicians, hospital administrators and community leaders throughout the Eastern MT AHEC 12-county region
Oversee the coordination of the Eastern MT AHEC medical, nursing, and allied health student training sites in communities
Oversee the coordination of the Montana AETC program, including strategic planning, developing annual workplan and implementing trainings, statewide meetings, preceptorships, and the AETC Practice Transformation Program (PTP)
Facilitate the Affiliation Agreement with the student’s school if required
Keep policies and procedures updated and current
Advise students, preceptors, and host organizations regarding the placement, content, and quality of student experiences in educational training and/or clinical experience sites
Serve as liaison between the Eastern MT AHEC and various Schools of Medicine, Nursing, Allied Health Professions, Public Health and Social Service that seek to place students or develop clinical experiences in the Eastern MT AHEC region
Serve as liaison between the Montana AETC and various healthcare facilities, Montana Department of Health and Human Services, public health departments, Montana Ryan White sites, and the Montana Public Health Institute to provide relevant trainings in HIV, viral hepatitis, STIs, and health equity. Support staff with student coordination and other needs that arise
Ability to travel up to 30% for various in-state, statewide, regional, national and local meetings. Overnight, vehicle and plane travel required
Flexible schedule to include some nights and weekends
Ability to assist when needed to accompany students and/or respond to unforeseen student / site / preceptor needs and concerns
Is responsible for supporting the creation, meetings, and strategic planning activities of a regional Healthcare Workforce Advisory Council (HWAC) serving the Eastern Montana AHEC region
Gather and analyze healthcare workforce data; prepare regional healthcare workforce reports; conduct strategic planning activities with the regional HWAC and manage relationships with the AHEC Scholars grant administrators and students
Conduct research activities including analyzing data collected by state, federal, private and academic organizations and applies research finding to guide the work of the HWAC
Coordinate with AHEC Scholars staff at two- and four-year campuses in the region and serve as liaison to the state Montana Healthcare Workforce Advisory Council
Research policy related to regional rural health and health professions including current federal legislation, state legislation, recommendations from national and state agencies (Health Resources and Services Administration (HRSA), Department of Public Health and Human Services (DPHHS), Center for Disease Control (CDC), Institute of Medicine (IOM), developing policy recommendations for the regional Healthcare Workforce Advisory Council
Coordinate discussions among education, healthcare employers, and state agencies to develop projects, new education/training programs, changes to education/training programs, and/or identify potential funding strategies to create a rapid response to regional healthcare workforce needs
Represent the Eastern Montana AHEC at the regional HWAC
Serve as Montana AETC representative or appoint someone on the Montana state HIV Planning Group (HPG)
Work collaboratively with the MT AHEC Program Office, regional AHEC Centers, Mountain West AETC Regional Office, and regional AETC sites
Qualification
Required
At least 3 years successful experience managing and growing a department (programs, strategy, human resources, finances and systems/infrastructure)
Understanding and experience with strategic planning and risk management
Experience and demonstrated success researching, applying for, managing various grants, and funding sources
Strong marketing and public relations skills
Strong sense of leadership, self-direction and vision
Ability to build relationships with government agencies, funders, healthcare providers and educational institutions
Valid Montana driver's license
Proof of vehicle insurance
Reliable vehicle to use for regular day travel
Excellent verbal and written communication skills
Ability to interact effectively with individuals at all levels of the organization
Proven organizational and leadership skills
Ability to successfully manage projects, including planning, identifying objectives and timeline, facilitation, communication and completion
Willingness to learn about new projects and take on new opportunities, as this job will evolve with time
A strong work ethic, self-motivation, and ability to work independently and as part of a team
Preferred
Bachelor's Degree in a health-related, education or business field preferred
Public speaking and project planning experience is preferred
