Responsibilities
Provide overall program oversight for contract deliverables and call orders, ensuring cost, schedule, and performance objectives are met
Serve as the primary point of contact with USCG stakeholders and contracting officials
Coordinate activities across USCG directorates to support enterprise modernization, process improvement, and mission outcomes
Develop program roadmaps, modernization strategies, and technical problem‑resolution approaches
Lead cross‑functional coordination among engineering, IT, data analytics, and financial management teams
Oversee delivery of Power Platform solutions, workflow modernization, data governance, and capital project prioritization support
Manage staffing plans, surge support, and reach‑back resources to meet evolving mission needs
Ensure compliance with Federal Real Property requirements, financial management policies, cybersecurity standards, and data governance frameworks
Oversee preparation and delivery of weekly status reports, executive briefings, and Congressional data calls
Support supplemental appropriations execution and provide leadership decision support across the enterprise
Qualification
Required
Master's degree (MA or MS) in Management, Engineering, Business, Finance, or a related field
Project Management Professional (PMP) certification
Minimum 15 years of experience supporting programs within the Department of Homeland Security (DHS) and/or Department of Defense (DoD)
At least 10 years of specialized experience in Federal Real Property Management within DHS and/or DoD, including: Property acquisition, Asset optimization, Space planning, Portfolio management, Compliance with federal real property regulations and policies
Minimum 10 years leading large, complex federal programs, including coordination across multiple teams, agencies, or contractors
Familiarity with enterprise workflow systems and application modernization initiatives supporting civil engineering, facilities, or capital planning programs
Proficiency with Microsoft Office 365, Teams, OneDrive, SharePoint, and Microsoft Project
Must be a U.S. citizen
Must be eligible to obtain and maintain a Public Trust clearance and Common Access Card (CAC)
Preferred
Experience with agencies such as USCG, USACE, NAVFAC, AFCEC, FEMA, CBP, or similar organizations is highly desirable
