The U.S. Department of Veterans Affairs is seeking a Management and Program Analyst to enhance the Analytics and Information Management system. The role involves conducting studies to improve process and cost efficiency in healthcare operations, while serving as an integral member of the QPS team.

Responsibilities

Duties include but not limited to: The incumbent serves as an analyst for the QPS AIM system - in support of QPS and Executive functions - responsible for establishing and planning the implementation and ongoing management in the support of improvement and decisions within the health care system
It serves as a decision support system which provides executive management - clinical leaders and program managers with information regarding patient care outcomes and/or processes (quality and safety) combined with utilization of resources (value)
Incumbent develops databases that support benchmarking of data including financial data - patient populations and workload and is responsible for the design and development of all reports and databases translating data into meaningful management information which is made available to a wide variety of constituents - including oversight bodies and stakeholders
These databases and special studies produce information that help evaluate/analyze - on a quantitative or qualitative basis - the effectiveness of programs in meeting established goals and objectives
Incumbent ensures the accuracy of information delivered and that reports are tested - critiqued and updated according to established update frequency
Incumbent reviews existing policies - procedures and reports relating to the capture of information in order to give management accurate and usable data and educates health care system staff and other VA personnel on information system data requirements and application of the data generated
The incumbent maintains an effective working relationship with other facility management staff in coordinating cross-organizational activities and information
Incumbent conducts special studies and analyses as requested - including feasibility studies - cost/benefit analyses - FTEE/productivity analyses - case mix analyses - etc. - identifies and evaluates data elements needed for these studies (e.g. - VISTA - VSSC - etc.) - and submits findings - results and recommendations in a timely - concise and accurate manner
The incumbent is responsible for conducting studies designed to improved process efficiency and cost efficiency in healthcare operations
This position requires in-depth knowledge of VHA/healthcare operations - national databases - and analytical/statistical techniques
The ability to analyze and synthesize data
Produce reports
And display and present information in a variety of formats
Incumbent must be highly proficient in critical reading - technical writing - survey design - data management - systems evaluation - and analysis of various qualitative and quantitative datasets
The incumbent applies knowledge to subject matter related to healthcare and utilization - requiring judgment in applying established procedures and guidelines
The employee has responsibility in the area of gathering data and subsequent interpretation affecting the financial viability and or the efficient operations of the system

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-11 position you must have served 52 weeks at the GS-09
The grade may have been in any occupation - but must have been held in the Federal service
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include - but are not limited to: Serving as an analyst in support of Quality and Patient Safety (QPS) and Executive functions - responsible for establishing and planning the implementation and ongoing management in support of improvement and decisions within the health care system
Ensuring the accuracy of information delivered and that reports are tested - critiqued and updated according to established update frequency (e.g. Excel - Business Analytics platform and etc.)
Maintaining an effective working relationship with other facility management staff in coordinating cross-organizational activities and information
Applying the principles and practices of continuous quality improvement to problem solving and demonstrated skills in interpersonal effectiveness
To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. - if related that demonstrates the knowledge - skills - and abilities necessary to do the work of this position

You must have a combination of specialized experience and education beyond grade level above
The work is sedentary
Some work may require movement between offices - hospitals - warehouses - and similar areas for meetings and to conduct work
Work may also require walking/standing - in conjunctions with travel to and attendance at meetings and/or conferences away from the work site
Incumbent may carry and lift light items weighing less than 15 pounds
A pre-placement examination will be required to be able to determine if the incumbent is able to safely operate a Government Vehicle
