Program Specialist - Parks, Recreation & Natural Resources
NEOGOV is seeking a Program Specialist to join their team in Pasco County. This role involves developing and conducting educational programs, outdoor recreation activities, and special events to engage the public with the natural resources of the parks.

Responsibilities
Plans, organizes, and implements a wide range of special events, environmental education programs, outdoor recreation activities, and summer and specialty camps within the Natural Parks & Trails Division
Identifies event themes, program topics, and camp content based on community needs, environmental priorities, and Departmental goals
Coordinates schedules, presenters, vendors, and locations to ensure alignment with park operations and public use of facilities
Serves as liaison for third-party event planners hosting activities within Natural Parks & Trails Division parks
Works directly with event organizers, park staff, and the permitting department to ensure all required documents, approvals, and permits are secured
Provides guidance on event layout planning, negotiates fees and agreements in accordance with county policies
Oversees and coordinates youth camps, including activity planning, supervision, safety, and behavior management
Ensures camp environments are engaging, inclusive, and aligned with environmental education goals
Conducts environmental education programs and outdoor recreation activities for youth, teens, adults, seniors, school groups, and private organizations
Supports and implements outdoor recreation programs such as Pasco Outdoor Adventures, including archery, camping, fishing, geocaching, hiking, kayaking, mountain biking, and nature photography
Develops educational materials, outreach content, and promotional messaging for events, programs, and camps using social media, flyers, tabling, and other traditional communication methods
Possesses intermediate computer knowledge
Assists with maintaining basic written records, data collection, and reports pertaining to daily and weekly activities
Assists in administration of environmental center such as answering telephone, registering participants, opening and closing facility, setting up and taking down equipment and facilities according to assignment and schedule
Assists with light maintenance and custodial tasks
Lift and/or move up to 20lbs and push or pull heavy objects
Assists with and performs related work as required
Qualification
Required
Graduation from an accredited college or university with an Associate degree in natural resources or a related field and three (3) years of experience in recreation or a related field OR a High School Diploma or equivalency and five (5) years of experience
One (1) year of experience in environmental education/outdoor recreation and program planning and implementation preferred
Must possess a valid Florida driver's license
Ability to walk and stand extensively in some cases over rough terrain, in an outdoor setting for several hours and climb, bend, stretch, kneel, reach, stoop and squat frequently
Lift and/or move up to 20lbs and push or pull heavy objects
Ability to communicate effectively using verbal, written and visual communication
Must be able to work a flexible schedule that includes days, nights, weekends, and holidays
Preferred
One (1) year of experience in environmental education/outdoor recreation and program planning and implementation preferred
Certified Florida Master Naturalist preferred
