Adult Education Program Manager
Neighborhood House is a community-focused organization in St. Paul that provides essential services to families. They are seeking an Adult Education Program Manager to lead and enhance Adult Education programming, focusing on staff development, program outreach, and improving intake processes.

Responsibilities
Lead a team of Adult Education instructors, support staff, and interns, ensuring Adult Education programs operate effectively and align with Neighborhood House goals
Translate Adult Education and organizational goals into clear work plans for instructors, staff, and interns, ensuring each team member understands their role in advancing learner outcomes
Oversee the day-to-day work of interns and volunteers, providing training, coaching, and task delegation that supports learner needs and meets educational or service-learning requirements
Provide regular, clear work guidance and expectations, along with constructive coaching that includes both guidance and corrective feedback, to support staff for professional growth and accountability
Actively coach and support team members in developing cultural competence, trauma-informed practices, and radical hospitality, in alignment with Neighborhood House expectations
Communicate operational plans, instructional changes, scheduling updates, and program decisions clearly and in a timely manner to Adult Education staff and relevant partners
Ensure the team adheres to local, state, and federal Adult Education requirements, grant guidelines, data privacy standards, and organizational policies
Serve as site or program manager for Adult Education spaces, coordinating staffing schedules, classroom space, supplies, technology, volunteers, and partnerships to ensure effective daily operations
Collaborate with internal partners (Such as: Makerspace Program, Youth Programs, Food Support, Basic Needs, Housing, Volunteer Engagement, In-Kind, and Social Work/Trauma-Informed Initiatives teams) to support holistic learner success
Work with the In-Kind Coordinator to coordinate, receive, and distribute donated educational materials, technology, and supplies for Adult Education programming
Oversee purchasing and budget reconciliation for Adult Education programs, ensuring responsible and timely financial stewardship within approved budgets and grant requirements
Research and maintain up-to-date knowledge of community resources that support adult learners (such as workforce training programs, credentialing pathways, digital access resources, and public benefits)
Support continuous improvement of Adult Education systems and processes to ensure accessibility, inclusion, cultural responsiveness, and sustainability. Perform other duties as assigned to support the success of Adult Education programming and Neighborhood House
Provide adult education services that are culturally responsive and aligned with Neighborhood House standards for inclusion, accessibility, and radical hospitality, including: Instruction in Adult Education classes as assigned, an average of 5 hours per week
Conduct intake, orientation, and adult education student leaders. Complete educational assessments to determine learner levels, needs, and goals
Collaborate with learners to develop individualized learning plans and strategies for academic, workforce, and personal advancement. Provide or support referrals to internal and external resources that address barriers to learning (transportation, childcare, food access, technology, etc.)
Support adult learners from diverse linguistic, cultural, and educational backgrounds, including learners with emerging literacy skills
Assist learners whose first language is not English through the use of interpretation, translation tools, and linguistically appropriate instructional supports
Organize, lead, and/or support as assigned special events, orientations, community events, outreach activities, and enrollment efforts
Respond to inquiries related to Adult Education programs by phone, email, in person, or through referral and enrollment systems
Oversee accurate and timely data entry and maintenance for Adult Education programs across required systems, including ClientTrack and state education databases
Conduct regular data review and cleanup to ensure data quality, consistency, and compliance with Adult Education, grant, and organizational requirements
Ensure documentation for adult learners is complete and up to date, including enrollment records, assessments, attendance, and progress notes
Pull and review weekly and monthly reports to monitor enrollment, attendance, learner progress, and program outcomes, and use findings to inform program improvement
Support staff, interns, and volunteers in understanding data expectations and using data systems accurately and consistently
Track, analyze, and report program participation and outcomes for internal leadership, funders, and other stakeholders as required
Qualification
Required
Bachelor's degree in an educational field required
3+ years of experience as a teacher in Adult Basic Education, English Language Learning, or GED programs
Demonstrated a minimum of two years of successful management or supervisory experience
Demonstrated ability to work and communicate effectively with people of diverse ethnic, economic, racial and cultural backgrounds
Working knowledge of racial equity and social justice issues relevant to the communities we serve
Working knowledge of immigrant/refugee trends and needs, self-sufficiency issues and community resources
Strong time management skills with demonstrated ability to manage tasks, projects, and priorities
Demonstrated ability to move projects to completion by deadlines
Committed to working both independently and as part of a team
Proficient in Microsoft Office programs and the Google Educator Suite
Strong organizational and budgeting skills
Preferred
Master's degree in education, or related field
Curriculum development experience
TESOL/TEFL certification preferred; active teaching license preferred
Ability to speak one or more languages spoken by our participant families, especially Spanish, Karen, Hmong, and Somali
