Management & Program Analyst
The U.S. Department of Veterans Affairs is seeking a Management & Program Analyst for the Domiciliary Residential Rehabilitation Treatment Program in San Antonio, Texas. Responsibilities
Possess knowledge and skills in the methods and techniques of management/program analysis and the structures - functions - processes - objectives - products - services - as well as the resource requirements necessary to manage a complex organization
Knowledge for the application of analytical and evaluative methods and techniques to issues or studies concerning the operational efficiency and effectiveness of the DRRTP Program
The Management Analyst works closely with members of the interdisciplinary team including Physicians - Vocational Rehabilitation Counselors - Therapists - Social Workers - Psychiatrists - Psychologists and other care providers within the STVHCS
Managing refurbishment - general upkeep - and maintenance - and ensuring that a building meets legal requirements and health and safety standards
Compiles - analyzes and interprets information in support of the DRRTP Program and related business plan
Monitors and reviews performance measures specific to DRRTP and entering appropriate information into the electronic records
Collaborates with the PCMM for Primary Care Service on methods and procedures - organization - manpower utilization - distribution of work assignments - management controls - information and documentation systems - and/or similar functions of management
Prepares equipment and other inventories
Develops requests for new equipment - equipment turn -ins - replacements - reports of surveys - loans - trials and testing
Must be fluent in Microsoft Office - VISTA and the Computerized Patient Record System - and must have general knowledge of computer software
This knowledge includes word processing - spreadsheet - database - graphic design - and management information systems
Must possess the ability to communicate in writing - on the telephone - and in person with staff - management - outside agencies - and Veterans and their families/friends
Receives patients and provides interest achievement - demographic and social information as part of the intake of individuals into the DRRTP Evaluates patient information and clinic schedule lists
Educating providers about shared patients
Must be familiar with the consult management process and encounters completion to ensure that clinical staff follow business rule and VA policies in managing consults - and capturing workload
Knowledge of Psychology and - psychiatry - and mental health management practices and mental health programs - guidelines regulations - and precedents
Knowledge of pertinent laws - regulations - policies and precedents which affect the outcomes of patient care and related support resources in all the clinical activities under MHPL
Performs other related duties as assigned

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-09 position you must have served 52 weeks at the GS-07
The grade may have been in any occupation - but must have been held in the Federal service
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade

You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include - but are not limited to: possess one year of specialized experience - equivalent to at least the GS-07 level in the federal service - that equipped me with the knowledge - skills - and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled
Specialized experience includes: Providing appropriate computer and administrative support using administrative concepts and practices to enable the ability to recommend changes in policy and to organize and coordinate procedures related to ordering and documenting supply/inventory purchases - purchase card usage - time and leave - etc
Creating and maintaining a computerized problem tracking mechanism whereby identified problems can be entered - tallied and analyzed for reoccurrence - resolution or need for follow-up; AND Writing administrative reports and applies analytical and evaluate techniques
Successful completion of a master's or equivalent graduate degree - successfully completed two (2) full years of progressively higher level graduate education leading to such a degree - LL.B or J.D. if related
Such education must demonstrate the knowledge - skills - and abilities necessary to do the work of this position
Combinations of successfully completed graduate level education (beyond the first year) and specialized experience - as described above - to meet the total requirements
The education portion must include graduate courses that demonstrate the knowledge - skills - and abilities necessary to do to the work of this position

Work is sedentary however multiple responsibilities of the position impose active physical demand - to include walking - reaching - stooping - bending - and standing for lengthy periods
Must be able to handle demands of the facility management such as addressing necessary building repairs - work orders - supply requests - and cope with stressful situations to include prioritizing multiple conflicting priorities
Working some over time may be necessary at times
Employee is responsible for investigating any housekeeping - security - building maintenance - alarm system - grease trap (kitchen) and facility issues in general that arise frequently at the Domiciliary
May be required to report to duty after hours to handle facility related issues
Work is typically performed in an adequately lighted and climate controlled office
It does require occasional travel and frequent physical demands and involves moderate risks or discomforts
The work involves moderate risks and observance of safety precautions not typical of conventional office settings
The DRRTP is a treatment program for the incumbent may be exposed to emotionally difficult reactions and expressions on the part of the patients served
