Responsibilities
Support end-to-end project delivery for state government SaaS implementations, from kickoff through go-live and stabilization
Demonstrate strong familiarity with the software development lifecycle (SDLC) and implementation lifecycle for enterprise SaaS platforms
Develop and maintain detailed project plans, schedules, and dependencies, including the ability to create work breakdown structures (WBS) from limited or ambiguous inputs
Apply professional judgment and prior experience to establish reasonable assumptions when information is incomplete
Proactively scrutinize inputs, extract critical details from delivery teams, and guide contributors in defining tasks, sequencing, and timelines
Coordinate cross-functional teams including product, engineering, security, customer success, and external partners
Own risk and issue management end-to-end: anticipate delivery, resource, technical, and stakeholder risks; quantify impact; implement mitigation strategies; and escalate decisively to protect timeline, scope, and budget
Actively unblock and resolve issues across all delivery teams to maintain momentum and ensure project commitments are met
Recruit, onboard, and manage delivery resources, maintaining clear resource allocation, capacity planning, and budget oversight across initiatives
Proactively identify, escalate, and resolve blockers and delivery risks across teams, projects, and programs to maintain momentum and meet delivery commitments
Plan, allocate, and manage project resources across concurrent initiatives, including capacity planning, utilization tracking, and budget oversight to ensure efficient and predictable delivery
Partner with the Delivery Manager to lead and/or support state-level opportunities, pilots, and implementations
Assist in onboarding new state customers and transitioning opportunities from sales to delivery
Continuously optimize state program delivery by identifying gaps, implementing improved processes, and developing or refining documentation to streamline implementation and ongoing support
Ensure alignment with public-sector requirements such as procurement constraints, compliance, and documentation standards
Support preparation of implementation plans, statements of work, and delivery schedules for state programs
Coordinate internal and external resources to support new and expanding opportunities, including delivery partners, internal teams, and product owners, ensuring readiness and alignment across stakeholders
Serve as the primary day-to-day point of contact and coordination for assigned projects, owning communication flow and follow-through across stakeholders
Facilitate internal and external meetings, including agenda creation focused on decisions and outcomes, clear documentation of notes, and ownership-driven follow-ups
Create, distribute, and maintain clear, accurate project status reports for internal teams, executive leadership, partners, and customer stakeholders
Maintain concise, proactive communication between the Delivery Manager, internal teams, partners, and customer stakeholders, including executive and senior leadership as appropriate
Actively identify, escalate, and help resolve risks, issues, and dependencies, proposing mitigation strategies and driving timely decision-making
Maintain project artifacts in designated tools (e.g., project plans, status reports)
Help standardize project delivery processes and templates across public sector engagements
Ensure accurate documentation to support audits, compliance, and long-term customer success
Qualification
Required
5 years minimum of experience as a Project Manager in a SaaS or technology environment
Experience supporting public sector or government customers, preferably at the state level
Strong understanding of software implementation lifecycles
Excellent organizational, communication, and stakeholder management skills
Ability to manage multiple workstreams simultaneously with attention to detail
Comfortable working in a matrixed environment and taking direction from senior PM leadership
Experience working with partners, resellers, or system integrators
Preferred
Experience with enterprise SaaS platforms (CRM, workflow, or data-driven systems)
PMP, CSM, or similar certification (preferred but not required)
