Engineering Technician

The DC Department of Human Resources is seeking an Engineering Technician for the District Department of Transportation (DDOT). The role involves providing engineering inspection services for projects aimed at enhancing safety for all pedestrians and roadway users, including technical reviews of engineering designs and monitoring construction operations.

Responsibilities

Provide technical reviews of complex engineering design including signal design and participate in constructability reviews and pre-construction site visits
Inspect roadway, traffic signal, and transportation infrastructure projects administered by MDD to ensure compliance with contract plans, standard specifications, special provisions, and applicable Federal and Local regulations; verify materials and workmanship meet contract requirements, coordinate sampling and testing as required
Notify the contractor of non-conforming work and verify corrective actions
Document daily construction activities, quantities, measurements, and inspections in accordance with DDOT procedures
Assist with pay estimates, force account work, and change order documentation
Coordinate with DDOT staff, contractors, utilities, and other external stakeholders to resolve field issues
Monitor construction operations including grading, drainage, base and pavement, curb and gutter, sidewalk, ADA ramps, signing, pavement markings, lighting and traffic signal systems
Ensure compliance with approved Maintenance of Traffic (MOT), safety, and environmental requirements
Obtain ACI concrete certification and may be assigned to take courses to obtain certifications in OSHA, Work Zone Safety/MOT and Asphalt
Inspect traffic signal and ITS installations, including foundations, conduit, pull boxes, wiring, signal heads, cabinets, controllers, detection systems, and communications in accordance with DDOT and MUTCD standards
Verify that traffic signals are ready for activation and coordinate with DDOT Signal team with the development of new signal equipment systems, simplification and/or improvement of present equipment

Required

At least one (1) year of specialized experience equivalent to the next lowest grade level in the normal line of progression
Comprehensive knowledge and understanding of, and extensive experience and skill in the application of a wide range of technical engineering concepts, methods, techniques, principles, practices, requirements, and precedents
Comprehensive knowledge of and extensive skill in: (1) technical data collection practices and techniques; (2) the use of and qualitative and quantitative techniques sufficient to apply engineering mathematical formulae to perform diverse calculations; (3) developing and/or modifying engineering technician cost data models; and (4) designing effective engineering technician strategies and approaches
Comprehensive knowledge of and demonstrated skill in applying analytical, interpretative, diagnostic, and evaluative methods and techniques sufficient to identify, evaluate and recommend solutions to complex, interrelated problems and issues to management
Demonstrated proficiency in reading a variety of plans including but not limited to electrical, wiring, and engineering design plans to ascertain their conformance with relevant laws and regulations
Demonstrated skill in the design, installation, operation, and maintenance of engineering infrastructure and related devices
Skill and ability to communicate both orally and in writing to facilitate the formulation and presentation of findings, briefings, reports, position papers, etc
Must possess and maintain a valid driver's license and have an acceptable driving record
