Responsibilities

Articulating and communicating assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion to the team
Using a systems approach to design, develop and/or revise innovative instructional materials, producing Advanced Distributed Learning products, including but not limited to, SPeL, EPSS, and TBME for Training Division's schools and staff as well as for hosting on the CG Learning Management System
Developing, maintaining, and managing a program for division staff members to grow professionally at all levels within the Coast Guard Training System
Developing innovative and effective processes for evaluating Training Division curricula and performance supports in accordance with Coast Guard Training System Standard Operating Procedures (SOP), Volume 3, Evaluation

Basic Requirements: A bachelor's or higher degree; that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software
In addition to meeting the Basic Requirements for this series, you must also meet the Minimum Qualifying Specialized Experience
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance
GS-12: In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service
Examples of the minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis: Applying and developing criteria or requirements for testing and evaluating new approaches and concepts for education or training programs
AND Overseeing the development of standardized design/development efforts
AND Developing strategies to accomplish training objectives with a cost saving approach
AND Providing advice and recommendations regarding the processes used to analyze, design, develop, implement and evaluate both traditional and non-traditional performance improvement interventions such as resident training, simulations and simulators, job aids, electronic performance support systems, websites and e-learning
