Responsibilities
Serve as the senior technical lead across engineering workstreams
Provide architectural oversight for application, database, and cloud infrastructure components
Ensure technical alignment across development, DevOps, security, and integration teams
Review and approve technical designs, code implementations, and system changes
Lead engineering efforts within an AWS cloud environment. (CMS Cloud)
Drive performance tuning, scalability improvements, and cost optimization strategies
Ensure adherence to federal cloud security and architecture standards
Oversee CI/CD pipelines and DevOps best practices
Oversee enhancements and maintenance of enterprise applications (Java/Spring-based environments required)
Support database management and performance (PostgreSQL or similar platforms)
Monitor and improve system performance, reliability, and availability
Lead troubleshooting and root cause analysis for production issues
Oversee complex data file interfaces between enterprise systems
Ensure data integrity, validation, and reconciliation processes are maintained
Coordinate cross-system enhancements and changes
Maintain documentation for interface control and technical specifications
Collaborate with security teams to support ATO requirements and compliance artifacts
Ensure implementation of secure coding standards and security controls
Support audit readiness activities
Maintain multi-factor authentication and access control mechanisms
Ensure system readiness for business continuity and disaster recovery scenarios
Support testing of Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO)
Contribute to contingency planning and operational resilience strategies
Qualification
Required
Bachelor's degree in computer science, Engineering, Information Systems, or related field
10+ years of experience in enterprise application engineering
5+ years of experience supporting federal IT systems (CMS or HHS required)
Expertise in AWS cloud services and modern web stacks (Spring Boot, React JS, Python)
Experience with CMS interfaces and compliance requirements
Deep experience with Java/Spring-based application environments
Experience with relational databases (PostgreSQL)
Experience leading technical team in Agile environments
Experience supporting systems subject to federal security compliance requirements (FISMA, NIST)
Preferred
Experience working on financial or healthcare payment systems
DevOps and CI/CD pipeline implementation experience
Experience supporting Authority to Operate (ATO) processes
Familiarity with integration of enterprise healthcare systems
Experience supporting a program hosted in CMS Cloud (AWS)
