Public Health Program Manager (Healthy Families Marin Home Visiting Program)

Responsibilities
Provides operational management, leadership, and oversight for the Healthy Families Marin (HFM) Home Visiting Program
Develops and manages HFM program budgets, ensuring alignment with State and Federal funding allocations and County fiscal standards, and oversees timely and accurate claims and fiscal reporting
Works closely with Unit Supervisors to implement and sustain the evidence-based Healthy Families America® (HFA) home visiting model for early childhood intervention
Oversees program implementation, quality assurance and continuous quality improvement (QA/QI), accreditation, data collection and reporting, and adherence to HFA Best Practice Standards
Oversees the delivery of culturally responsive, comprehensive in-home and group services for families, and monitors assessments and interventions to support Supervisors and staff in making system improvements that strengthen family engagement, retention, case management, and program outcomes
Supports effective resource identification, referrals, and coordination of services to meet family needs
Provides leadership and guidance to Unit Supervisors and staff responsible for direct home visiting services using reflective supervision practices
Makes recommendations regarding program and administrative policies, procedures, and enhancements based on HFA Best Practice Standards, County regulations, data, staff input, and family feedback
Responsible for maintaining Healthy Families America accreditation, including oversight of hiring, training, mentoring, home visit practices, documentation, program monitoring, and reporting in accordance with HFA standards
Qualification
Required
Successful completion of Healthy Families America (HFA) Foundation Training and FROG Training is required at the time of application
At least one continuous year of experience providing direct home visiting services within an identified program model is required at the time of application
At least one continuous year of experience supervising home visiting staff within an identified program model is required at the time of application
Typically, a Bachelor's degree in Public Health or Health Care Administration, or a related field and three years of experience appropriate to the assignment including one year of supervisory experience
Preferred
Training and experience with the Healthy Families America® (HFA) model
Knowledgeable in trauma-informed, strength-based, and family-centered approaches that promote nurturing parent-child relationships, enhance family functioning, and support healthy child growth and development
Experience supervising, supporting, and motivating staff—particularly in complex or high-stress service environments
Skill in reflective and evidence-based supervision and Home Visiting practices
Knowledge of infant and child development
Demonstrates cultural humility and responsiveness
Ability to manage change while communicating clearly and thinking critically
Ability to establish effective, collaborative relationships with staff, partners, and stakeholders
Experience in Home Visiting evidence-based and reflective practice and/or has undergone Health Families America Training
