ACQUISITION PROGRAM MANAGER SPECLIALIST

USAJOBS is seeking an Acquisition Program Management Specialist to serve in an assigned project/program within the Department of the Air Force. The primary purpose of this position is to manage and assess progress in acquisition projects, coordinating activities among various functional specialists to ensure program objectives are met.

Responsibilities

Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures
Plans, organizes, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics
Reviews and directs the progress of contractors in meeting program objectives
Prepares and presents staff studies for presentation to the Program Director and other management officials

The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position
The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft
Employee may be required to work overtime
Employee is expected to meet Continuing Acquisition Education requirements
Must be able to obtain and maintain the appropriate security clearance
Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems
Knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within available technology
Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of systems acquisition and program management
Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities
Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit
Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process
