Program Analyst
Bowhead / UIC Technical Services is a reputable organization dedicated to providing innovative solutions and professional support services to the Department of Defense and other government agencies. The Program Analyst- Senior will support the Naval Surface Warfare Center Dahlgren Division, managing procurements, conducting project financial analyses, and overseeing all aspects of project management to ensure project objectives are met efficiently and effectively.

Responsibilities
Supporting complex technical assignments on-site, providing detailed analysis and documentation
Acting as the lead for project management activities, overseeing project schedules, budgets, and technical performance
Support procurement processes, including the acquisition of supplies and materials
Assist in developing lifecycle cost analyses to inform decision-making
Analyze program documentation, technical reports, and milestone reviews, providing insights that support program success
Utilizing MS Project, manipulate schedules, track progress, and identify potential risks or delays
Supporting R&D program development, in-service support, and technical problem-solving, working closely with engineers and stakeholders
Preparing technical reports, participating in review meetings, and ensuring compliance with DoD acquisition policies and procedures
Conducting data gathering, systems evaluation, and supporting continuous process improvements within the program
Qualification
Required
Bachelor's degree, preferably in a business or technical discipline
Minimum of five years of relevant work experience in project or program support
Experience in analyzing and evaluating the effectiveness of program operations to meet goals and objectives
Background in managing software development and implementation projects
Familiarity with DoD Acquisition processes and procedures, including the DoDI 5000 Acquisition Framework
Technical proficiency in developing and testing solutions for research, manufacturing, inspection, and maintenance
Strong analytical skills
Systems evaluation methodology
Proficiency in MS Office Suite—including Project, Word, Excel, Outlook, and PowerPoint
Ability to meet physical demands such as lifting up to 25 pounds, standing, walking, and periodic bending or twisting
Current security clearance at the Secret level
US citizenship
Preferred
Prior experience with Gun Weapon Systems and Navy programs
Leadership experience, especially working with external stakeholders and teams
