HCD PROGRAM MANAGER
The City of Portland, Maine is seeking a highly motivated HCD Program Manager to oversee the Community Development Block Grant (CDBG) Program within the Housing and Economic Development Department. This role is responsible for managing all aspects of the CDBG program, including planning, budgeting, compliance, and reporting to HUD, while ensuring essential services for low-to-moderate income residents.

Manage the City’s Community Development Block Grant (CDBG) Program
Oversee the comprehensive management, oversight, and administration of the CDBG program
Plan and budget for the program
Coordinate grant application processes and compliance with Federal regulations
Work with subrecipients and report to the Department of Housing and Urban Development (HUD)
Qualification
Required
Bachelor's Degree in Urban Planning, Public Administration, Community Development, or related field
Excellent communication and customer service skills
Ability to administer complex programs
Experience in grant/community development administration, working with non-profits, and coordinating citizen participation
Ability to work with diverse groups
Computer proficiency
Valid Maine Class C Driver's license with a good driving record and personal vehicle
Preferred
Master's Degree in Community Development or related field
Familiarity/experience with HUD Programs (CDBG, HOME)
