Administrative Engineer

The NYC Department of Health and Mental Hygiene is seeking an Administrative Engineer to join the Department of Sanitation, which is the world’s largest sanitation department. Responsibilities

Perform independent reviews and audits of payment requisitions and supporting documentation for large and complex civil engineering, construction contracts and construction related contracts
Verify cost reasonableness and prepare independent cost estimates for change orders and work order requests
Conduct desk and field audits to ensure contractor compliance with contract requirements, NYC Construction Codes, and applicable state/federal regulations
Review contract drawings, specifications, and engineer’s estimates for accuracy and completeness
Prepare audit reports, certification letters, analyses, and recommendations
Assess construction quality and progress to confirm compliance with standards prior to approval of payments
Provide technical support to resolve discrepancies in payments and change order requests
Ensure all audits are completed in accordance with the NYC Comptroller’s Directive 2, 6, 7 and DSNY audit procedures

Required

A valid New York State License as a Professional Engineer
Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity

Preferred

Knowledge of NYC Comptroller's Directives 2, 6 and 7, NYC Construction Codes, Procurement Policy Board (PPB) Rules, and NYS Labor Law 220
Experience with construction auditing, cost estimating, and contract administration of capital construction projects
Experience auditing payments and reviewing change orders for large capital construction project
Experience in design, construction and contract administration of large capital projects
In-depth technical knowledge of and expertise in resolving complex engineering and construction issues
Strong analytical, organizational, and technical writing skills
Proficiency with Microsoft Word and Excel
Familiarity with City financial and procurement systems (FMS, PASSPort)
Valid NYS Driver's License
