Senior CAPPS Security Administrator
Largeton Group is seeking a Senior CAPPS Security Administrator to provide advanced consultative services and technical assistance for the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The role involves managing security frameworks, overseeing secure integration of third-party applications, and ensuring compliance with security standards.

Responsibilities
Provide advanced consultative services and technical assistance for the Centralized Accounting and Payroll/Personnel System (CAPPS) Program
Manage and enforce security frameworks, including role-based access control (RBAC) and least-privilege models for CAPPS and integrated systems
Design and maintain segregation-of-duties (SoD) rules; identify and resolve SoD conflicts
Review and validate security roles, permission sets, and custom authorizations across CAPPS and ancillary systems
Monitor and analyze authentication, authorization, and privilege escalation logs; coordinate findings with the Information Security Office
Oversee secure integration of third-party applications using SAML, OAuth, OIDC, SCIM, and custom APIs
Assess security and compliance impacts of CAPPS application changes and customizations
Respond to and investigate identity-related security incidents (e.g., account compromise, unauthorized access)
Maintain and enforce standards for security, performance, compliance, and system architecture
Ensure all digital products meet WCAG 2.1 accessibility standards; review and remediate accessibility issues
Review and approve CAPPS security deliverables, architecture documents, disaster recovery plans, and security plans
Plan, design, develop, deploy, and support system configurations for the CAPPS HR/Payroll application
Perform advanced analysis and participate in special projects, including system upgrades, agency deployments, and legislative changes
Support agencies with system implementation, configuration, security, integration, and testing
Provide Level 2 Service Desk support, handling complex tickets and troubleshooting issues, collaborating with Level 3 Managed Services vendors
Follow established processes, policies, and ITIL principles for all IT service management and asset management activities
Respond to customer requests and incidents, maintaining up-to-date statuses via the CAPPS Service Desk
Participate in Major Incident Management (MIM) for critical incidents, disaster recovery, and upgrade testing
Present at CAPPS User Groups and assist with system expansion activities
Participate in annual SOC-1 attestation audits, ensuring controls are effective and secure
Perform additional related duties as assigned
