Responsibilities
Provides leadership and support to the Arizona State Hospital (ASH) ensuring HR needs and wants are presented and considered in line with the ASH strategic goals and objectives.
Provides consultation to the CHRO, Deputy CHRO, and guidance to ADHS ASH management and employees with regards to federal and state employment laws; Personnel Rules, statewide and agency HR policies and procedures, and other HR related functions.
Provide direct or indirect oversight to employee relations, operations, talent acquisition, recruitment, and classification and compensation.
Reviews and approves HR actions within recruitment and operations such as hiring packets, separations, PAF processing, and running HR analytics for the ASH Leadership team.
Other duties as assigned as related to the position (typically 5%-10%)

Required
Five years of professional human resources management experience in the public sector
A bachelor's degree from an accredited college or university in human resources, public or business administration, or a related field
Knowledge of federal and state employment laws
Knowledge of theoretical and practical concepts of organizational structure, human resources, statutes, personnel rules, strategic management, continuous process improvement
Knowledge of Performance Management (PM), Continuous Quality Improvement (CQI) and Lean methodologies
Skill in management and leadership
Skill in oral and written communication
Skill in public speaking
Skill in planning
Skill in analytical processes
Skill in negotiation
Skill in problem resolutions
Skill in interpersonal skills
Ability to work independently and meet deadlines
Ability to communicate effectively both in person and in writing
Ability to analyze and address complex issues and prepare and present complex written and oral reports
Ability to collect and analyze data relevant to HR functional areas
Ability to develop and maintain effective working relationships
Ability to manage and direct staff

Must possess a valid level one fingerprint clearance card issued pursuant to A.R.S. §36-113
