Responsibilities
Assist with consultant procurement and manages internal and external resources to adequately staff the project.
Manage the project budget and contract negotiation for the delivery team.
Produce complete studies and permitted plan sets using Harris County Design Software and Resources.
Enhance reporting using Project Management Software and advance projects from planning to occupancy.
Identify and address risks to schedule, budget, or performance with project managers.
Work closely with project managers, consultants, and subject matter experts in preparing construction documents.
Ensure quality assurance, risk management, regulation compliance, and permitting.
Monitor and adjust internal processes to promote efficient project execution.
Supervise Project Managers on workplace safety, training, policies, and workload balancing.
Adapt to emergencies or short turnaround projects.
Perform other duties as assigned, including emergency or disaster event support.

Required
Bachelor's degree in civil engineering, Civil Engineering Technology, Construction management from an ABET-accredited college or university
Minimum three (3) years of Design Experience related to horizontal projects such as site development, roadway & bridges and/or drainage construction projects
Knowledge in designing sidewalks, bike lanes, traffic or pedestrian signals, and all related supporting infrastructure
Experience in AutoCAD and Civil 3D in the production of construction documents/plans
Valid Texas Driver's License upon hire, a good driving record
Strong written and oral communication skills
Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner
Ability to read, interpret, and create construction plans, estimates and specifications
Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules
Ability to drive a county vehicle to various job sites as needed to accomplish tasks and projects
Preferred
Working knowledge of HCED, HCFCD, COH or TxDOT standards and specifications
Additional experience beyond the required in the design or construction of public infrastructure
Knowledge in using e-Builder, Microsoft office and other similar software packages
EIT Certification within the state of Texas
