Responsibilities
Collects, monitors, and analyzes data, policies, and programs in the Illinois child welfare system
Collects, cleans, and validates data
Conducts literature reviews
Defines, captures, translates, and disseminates knowledge of Illinois child welfare metadata
Supports the implementation of policy and research projects
Coordinates project activities, records meeting activities and progress, reports project status
Performs moderately complex analysis of policy and research
Helps project partners understand the implications of research findings
Communicates with child welfare agency data providers
Assists with translation of research evidence into policy and practice positions
Manages write-up of presentations, reports, issue briefs, web materials, memoranda, and other communications
Contributes to presentations, reports, issue briefs, and proposals
Develops visuals and other presentation materials
Works directly with external Illinois subject matter experts, managers, information technology and policy staff
Contributes significantly to meetings with key external stakeholders
Supports relationships with state agencies, research and policy stakeholders
Contributes to development and implementation of educational and training products
Identifies opportunities for communications to external stakeholders

Required
Master's degree in public policy, social work, human services, public health, sociology or other relevant field plus a minimum of three years of relevant experience required.
A minimum of three years of applied and operational experience in public program or policy contexts, and in policy and data analysis, required.
Demonstrated project management experience required.
Demonstrated experience writing materials in research or policy contexts including grant proposals, research reports, issue briefs, policy memorandum, and/or related written communications required.
Exceptional written and oral communication skills, including the ability to effectively translate and convey complex concepts and study findings using language appropriate to policymakers or a general audience required.
Ability to collaborate effectively and manage relationships with external parties required.
Ability to prioritize competing demands and manage multiple, concurrent tasks under tight deadlines required.
Ability to work independently with a high degree of initiative required.
Highly flexible problem-solving and analytic skills required.
Strong attention to detail with exceptional organization skills required.
Proficiency with Microsoft Office Suite, especially Word, Excel, PowerPoint, and Outlook required.
Preferred
Research, professional or lived experience with child and family programs and policies is strongly preferred.
Experience using R, Python, VBA, SQL/PostgreSQL, STATA, SAS and/or other appropriate analytic software programs, preferred.
Experience with administrative data and data systems and data analysis or reporting is a plus.
Knowledge of pertinent research and analytical methodology, with an emphasis on mixed methods, and ability to apply such techniques to program and policy issues is preferred.
Experience conducting applied research in partnership with government and/or non-profit agencies is preferred.
