Responsibilities

Prepares detailed monthly review information of fund status and identifies and reports obligation and cost variances; investigates and determines explanations for monthly variances between financial plans and actual obligations.
Works collaboratively with OSPO Division Chiefs or representative to develop and execute spending plans; develops expenditure estimates based upon current and projected actuals for use in developing cost spending plan; interacts with other NESDIS and NOAA offices, other government agencies, and contractors.
Provides both written and verbal advice and guidance on matters of budget preparation, execution, and unfunded requirements; integrates BOPS, Technical Task Agreements, funding documents recurring base non-labor requirements into monthly and annual obligation and expenditure plans linked to program baseline Work Breakdown Structure (WBS) and monitors execution against plan.

One year of specialized experience equivalent to the ZA-2 (GS-09) in the Federal service, which includes: Assisting in preparing or reviewing of obligation documents to ensure adherence to spending plans; Participating in analyzing accounting transactions or accounts to ensure accuracy and compliance with regulatory requirements; and Assisting in the preparation and response to budget inquiries.
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
A combination of education and experience as described above.
