Responsibilities

Assist in the formulation, justification, presentation and defense of the Corporation's budget to Congress.
Develop detailed strategy, background documentation and justification for presenting the budget to DFC's Board of Directors, OMB and the Congress. Ensures compliance with OMB, Credit Reform Act and other budget regulations and guidance.
Lead in working with transaction teams to answer and address federal credit reform compliance questions at staff levels. Maintains the Corporation's Credit Reform in the context of the Corporation's varied transaction environment. Determine whether a credit reform modification is applied. Implementation of the Federal Credit Reform Act at DFC can require articulating and defining policy guidelines where no government or agency guidelines have previously existed and therefore requires professional judgment.
Develop, use, and manage datasets in Oracle and Excel related to the budget process in order to support management metrics, and to fully exploit DFC's financial and performance data.
Develop MAX budget system schedules and works with financial management to maximize consistency between DFC's core financial system and the MAX schedules.
Participate in all aspects of the implementation of the Government Performance and Results Act (GPRA), including developing/revising the strategic plan, Annual Performance Plan, and Annual Performance Reports. GPRA-related activity includes collecting relevant data on inputs and outputs and measuring outcomes.
Track pending legislation that could affect DFC through Congress and prepares special reports and summaries of the nature of the legislation for use in budget planning. Develops guidelines and procedures to implement new requirements.
Respond to ad hoc requests for information from OMB, Congress, and other interested parties. Participates in the planning, design, and justification of new initiatives and products as necessary.

Required

Application of all phases of the Federal budget process including interagency coordination, Federal appropriations law, and an understanding of Treasury policies, and OMB policies, circulars, directives, and regulations
Experience with the Congressional budget process
Developing strategies of budget presentation to develop budget justifications and reports which will be accepted by OMB and relevant Congressional appropriations committees
Must be a U.S. Citizen or National
Males born after 12-31-59 must be registered for Selective Service
Must submit resume and supporting documents (See How To Apply)
Suitability for Federal employment, as determined by a background investigation
May be required to successfully complete a probationary period
