Responsibilities
Identifies and investigates the marketplace for potential partners (large, small, and SDBs) prior to opportunities being released. Evaluates their performance and potential fit with the company. Works with the Estimating and Proposal teams to incorporate this information into bids and proposals.
Collaborate with the Operations, Proposal, Estimating, Marketing, and Contracts staff on proposal preparation. This preparation includes executing teaming agreements, identification of key personnel, drafting a technical approach, creating organizational charts, and identifying risks.
Actively mines for new opportunities to add to the Conti Federal pipeline.
Gather and assess intelligence on opportunity competition.
Proactively assembles and analyzes relevant market and industry data as required.
Working with the Business Development and Proposal Team leads, supports the development of win themes, key differentiators, and executive summaries to drive decision making in support of comprehensive and compliant proposal submittals.
Perform detailed analysis of bid documents (SOW, PWS, etc.) and specifications for federal projects to determine solicitation and scope requirements.
Working with the Business Development Team gathers intelligence to identify and win projects through active interface with program stakeholders in decision-making positions.
Participates in debriefs with customers. Integrate strengths, correct weaknesses, and recommend improvements for future proposals. Ensure thorough and timely documentation of all proposal debriefs.
Attends relevant industry events to strengthen the Conti Federal Brand, develop a network, and find prospects for future opportunities.
Responsible for maintaining a controlled system of incoming and outgoing correspondence utilizing secure file sharing systems.
Organize and updated documents across functional business units and trade partners.

Required
Must be a US Citizen, as required for Security Clearance Requirements.
Bachelor’s degree in engineering, Science, Communications, Business Administration, Economics, or a related field.
2 or more years in the engineering and construction industry; Federal Government contracting space is preferred.
Has a solid time management system, cost conscious, and demonstrates excellent communication and organizational skills.
Excellent proficiency in MS Office products (primarily Teams, Word, Excel and PowerPoint).
Willing and able to travel frequently and for extended lengths when required.
