Responsibilities

Assignments span the acquisition life cycle from the initial planning through the description of technical requirements, market research, proposal evaluation, contract monitoring, performance assessment and problem resolution.
Monitors the cost, schedule, and performance parameters of all assigned contracts. Functions as a consultant working with program staff to identify program needs to accomplish Treasury/IRS mission requirements.
Coordinates with customers to identify resources, including funding, equipment, facilities and delivery or performance schedules and makes changes to the scope of work.
Reviews contractor payment requests and approves/recommends vendor payments based on delegated authority.
Prepares reports/correspondence for submission to upper management regarding the status of assigned projects. Assists in the development of requirements analysis, independent government cost estimates and cost benefit analysis.
Participates in benchmark testing of proposed systems to determine conformance with technical specifications.
Participates on source selection teams, task groups, and technical evaluation teams regarding specific technical aspects of customer programs.
Conducts briefings and prepares comprehensive reports to keep management advised of project plans and progress and to communicate findings and recommendations.
Performs other related duties as assigned.

Required

At least one (1) year of specialized experience equivalent to the grade grade 11 level working with procurement regulations, project management, and contracting principles
Experience in planning, developing, and implementing technical aspects of initiatives and programs
Experience in participating in benchmark testing of proposed systems to determine conformance
Experience in participating on source selection teams, task groups, and technical evaluation teams regarding specific technical aspects of customer programs
Ability to work with cost estimating methodologies, cost analysis, contracting terms and conditions, subcontracting requirements, and unique, complex technical specifications
Ability to assist in defending cost estimates
Comprehension of business practices to assist in reaching the Service's business goals
Oral and written communication skills to provide technical advice and assistance on complex contract types, conduct briefings, and prepare comprehensive reports
Meet Time in Grade (TIG) requirement
Meet applicable Time After Competitive Appointment requirement
