Responsibilities

Analyzes users' needs/requests and determines the feasibility of system(s) enhancements/automation.
Provides technical expertise in the design, construction, and implementation of new or changing application systems.
Gathers and documents requirements, analyzes problems, and recommends process improvements.
Performs systems analysis tasks including project identification, requirements definition, conceptual design, detail design, conversion planning, implementation planning, production troubleshooting, system administration, and documentation.
Develops functional expertise of organizational units supported.
Serves as the primary author, or as part of a collaborative team to write state procurement documents.
Provides technical expertise to ensure accurate data quality across all Virginia State Police (VSP) systems.
Performs detailed data analysis tasks including deriving requirements from existing data sources; defining what is accurate data; identifying/defining data relationships that allow for accurate data analysis; converting data from existing sources into databases to be used for analysis; conducting complex database queries to retrieve data for analysis; identifying data quality errors; documenting findings and making recommendations to improve data quality; and determining data conversion and system interface requirements.
Models agile behavior patterns as specified in the Twelve Principles of Agile and the Seven Patterns of Great Agile Teams.
Ensures open communication with staff, peers, customers, and management.
Encourages the adoption of agile principles across the department. Serves as an affable team member and contributes positively to team dynamics.
Takes initiative and works with team members to complete commitments within scheduled iterations.
Prepares user documentation such as user guides, operating instructions, and on-line help documents.
Performs all required administrative duties by completing all necessary reports and promptly and properly documenting activities such as the status of schedules, problems, issues, and resolutions or recommendations.
Keeps up to date on analysis, project management, and Agile tools and practices in the IT industry.
Shares knowledge and aids team members in using new tools and practices.
Addresses Safety Issues.

Required

Considerable knowledge and/or experience with software development methodologies and the software development life cycle.
Strong skill in analytical, problem-solving, and critical thinking; and in oral and written communication with team(s), management, and stakeholders.
Ability to conduct and document cost-benefit analysis for the organization and to review and report findings to leadership; to support and troubleshoot Information Technology (IT) applications; to work independently and as a member of a team; and to communicate effectively in English with co-workers, stakeholders, and individuals within and outside of the organization.
Graduation from high school or equivalent.
Experience in business and data analysis, developing requirements, testing, and identifying system deficiencies.
Experience in business process analysis, process improvement and process design.
Experience in research on requirements and issues to provide a viable solution.
Experience in understanding and applying Agile development methodologies.
Experience in understanding all phases of software development life cycle.
Experience in producing project deliverables such as requirements documents, and test plans.

Preferred

Experience working with technical staff; in using Atlassian tools; in creating and analyzing Requests for Proposals (RFPs), Statement of Works (SOWs), Service Level Agreements (SLAs), and pricing and other documents required by State procurement processes; in creating Agile Stories; in systems analysis; and certification as a Certified Business Analysis Professional (CBAP) preferred.
