Responsibilities

Track, analyze, and provide researched recommendations to Joint All-Domain Command and Control (JADC2), Joint All-Domain Situational Awareness (JADSA), Common Intelligence Picture (CIP) Intel Support to Command and Control Working Group (ISC2) and enterprise activities.
Track and analyze documentation required to make JCIDS-related recommendations on Combatant Command (CCMD), Service, and Combat Support Agency (CSA)-identified capability requirements.
Analyze requirements and capabilities of CCMDs, CSAs, Services, Research Labs and commercial companies to assist management within JCIDS processes.
Provide technical expertise to the annual Capability Portfolio Management Review (CPMR), Capability Gap Assessment (CGA), and Joint Military Net Assessment processes.
Provide briefings and best advice to senior leaders and J28 staff members to inform recommendations and decisions.
Support and review related Joint policy, CONOPS, standards, business processes, and spiral development activity, and determine impacts on the intelligence enterprise and initiatives.
Engage and interact with the Army, Navy, Air Force, Space Force, Marine Corps, Coast Guard, National Guard Bureau, CCMDs, Combat Support Agencies (CSA), Enterprise governance committees, and Joint integration working groups.
Collaborate with JS J2F8 Users Focus Teams to develop, implement, monitor, and review ISC2 Enterprise participation in technical demonstrations and exercises, to include exercise cell management and execution.
Review and develop DoD and IC documentation necessary to achieve an integrated interoperability and information sharing environment, to include CJCSIs, DoDDs, CONOPS, SOPs, JCIDs documents.
Attend conferences and other portfolio-relevant events, assist in planning meetings, developing and producing briefings, meeting notes, and other required reports.
Prepare agendas, send invites, receive preparation materials, review presentations, and send out information and instructions to attendees related to meetings, In-Progress Reviews (IPRs), working groups, and/or working sessions for enterprise-related activities.
Support resolution of Joint Staff e-Tasks, DARTs, and others as required.
Develop and coordinate Plans of Action and Milestones (POA&Ms); conducting internal assessment events; and participating in external exercises.
Participate in assigned portfolio-related communities of interest (COIs, working groups, meeting, studies, etc.)
Perform research, collaboration, and provide expert review and analysis on ISC2, JADC2, and other working level meeting and documents to build requirements document packages and develop the JS J2 position on DoD and COI taskers.
Performs other job-related duties as assigned.

Required

Active TS/SCI with willingness and ability to obtain a Counterintelligence polygraph.
Minimum of a Bachelors Degree.
Minimum of ten years related experience in Intel IT systems and architecture either with the IC, DoD, or military Service.
Have at least 10 years' staff experience.
Have in-depth knowledge of ISC2 systems and workflows.
Have experience researching available DoD, acquisition, Research, Development, Testing, and Evaluation (RDT&E) and IC databases and resources to perform capability requirements analysis.
Conduct objective strategic analysis of IC capabilities and provide executive level in-depth programmatic advice and policy guidance.
Have experience in coordinating, writing, and publishing reports and assessments related to joint capability development/ISR capability requirement at the Executive level.
Have experience performing capability requirements analysis and preparing products in a manner consistent with established reporting procedures.
Conduct research and analysis of Capability Based Assessments, Joint Capability Areas, Chairman’s Net Assessments, Joint Force Net Assessments, Competitive Area Studies, and/or JCIDS Analysis of Alternatives.
Demonstrated expertise and/or operational experience in CCMDs and Military Services requirements and assessments analysis to include developing, planning, executing and assessing capabilities.
Demonstrated critical thinking ability to develop solutions for ISC2 problem sets related to current and future capabilities.
Proficient in performing capability requirements analysis and preparing products on a daily basis.
Proficient in staff writing, multi-level coordinating, and publishing reports and assessments related to capability requirements development at the Executive level.
Working-level knowledge of Chairman of the Joint Chiefs of Staff instruction (CJCSI) 5123.01, JROC Charter and of the Joint Capabilities Integration and Development System (JCIDS).
Proficient in database research techniques with respect to available DoD, acquisition, RDT&E, and IC resources to perform capability requirements analysis.
Proficient at using Windows based computers and MS Professional Suite of applications, specifically, Excel, Word, PowerPoint, SharePoint, and various video conferencing venues.
U.S. Citizenship or Permanent Resident status required.
Ability to successfully pass a drug screening test.
Pass a U.S. Government security investigation and meet eligibility requirements for access to classified information.
Must have a valid US passport.
Must pass pre-employment qualifications of Cherokee Federal.
