Responsibilities
Deliver strategic and tactical advisory services to streamline the Agency’s CPIC process, minimizing complexity and administrative burdens.
Suggest enhancements to project and portfolio management policies, procedures, and processes, leveraging industry best practices in CPIC and portfolio management.
Act as the primary liaison between the Agency and Programs regarding CPIC activities, ensuring effective communication.
Train, coach, and advise Agency staff and key stakeholders on CPIC processes and related programmatic issues.
Review and evaluate Major, Non-Major, and Standard investments, providing recommendations and scoring.
Assess monthly submissions for quality and completeness.
Update the Agency's CPIC guidance in response to changes from OMB and other oversight entities.
Assist ACIOs and Project Managers by answering questions related to CPIC and Federal agency budgeting policies and demonstrate familiarity with agency financial management processes and plans.
Support the development of the IT budget and its alignment with the Technology Business Management (TBM) framework.
Maintain the Folio system and oversee the investments recorded within it.
Analyze performance metrics, identify improvement opportunities, and implement strategies to promote continuous growth.
Aid in the execution of investment Operational Analysis.

Required
Bachelor’s degree in Information Management, Business Administration, or related IT disciplines, or equivalent experience.
3 to 5 years’ experience
CPIC/OMB Agency IT Portfolio experience required.
Technology Business Management (TBM) certification is required
Folio experience required.
Experience in managing investments from a portfolio perspective
Strong analytical, organizational, and forecasting skills.
Excellent written and verbal communication skills.
Excellent MS Office skills (Excel, PowerPoint, Power BI, Power Automate, Word).
Must be able to obtain Public Trust clearance
Preferred
Master’s degree in a relevant field (e.g., MBA, M.S.) not required but considered a plus.
PMP certification is preferred
TBM certification is preferred
