Responsibilities

Subject Matter Expert (SME) for Change Management, ensuring adherence to ITILv4 standards in the execution of IRS Project Tracking System (PTS) enhancements and operations.
Develop, implement, and manage a structured Change Management process for all system modifications, ensuring alignment with IRS goals, CMMI Level 3 standards , and organizational best practices.
Drive project managers, technical teams, and stakeholders to identify and document change impacts, risks, and mitigation strategies.
Create and maintain comprehensive technical documentation to support system enhancements, including change request logs, impact assessments, and change approval workflows.
Lead the preparation of detailed reports for key stakeholders, highlighting the progress, outcomes, and risks of change initiatives.
Create and lead process mapping activities to document current workflows, identify inefficiencies, and propose process improvements using Six Sigma principles (preferred).
Facilitate the Change Control Board (CCB) meetings, preparing agendas, documenting decisions, and ensuring the timely approval and implementation of change requests.
Advise on project planning and execution by applying project management skills to schedule, track, and report on change-related activities.
Provide training and guidance to IRS teams on Change Management practices, ensuring consistent application of ITILv4 principles across all projects.
Collaborate with stakeholders to ensure compliance with federal guidelines, including FISMA standards and Section 508 accessibility requirements.

Required

Certification: ITILv4 Certification required.
Documentation Expertise: Lead the creation and updates to technical documentation, such as user guides, change logs, impact assessments, and configuration management records.
Reporting Proficiency: Experience in creating and presenting reports using tools such as Business Objects (BO), Microsoft Excel, or similar platforms.
Project Management Skills: Working knowledge of CMMI Level 3 standards and familiarity with Agile methodologies and tools like Jira and Confluence.
Technical Understanding: Knowledge of IT systems and applications to facilitate discussions with technical teams and accurately document system changes.
Soft Skills: Facilitate Strong communication, demonstrate organizational skills with the ability to manage multiple priorities and build consensus among stakeholders.
Experience in problem solving, Root Cause Analysis (RCA), and leadership to problem resolution.
Ensure project quality with high-quality delivery for the required product and service.

Preferred

Create and lead process mapping activities to document current workflows, identify inefficiencies, and propose process improvements using Six Sigma principles.
Six Sigma certification preferred.
Familiarity with Six Sigma principles and experience in process mapping to streamline operations and improve efficiency.
Exposure to enterprise-level Change Management in federal or large-scale IT environments.
Experience leading Change Control Board (CCB) processes and activities.
