Responsibilities

Works with Harkcon’s CEO and President to focus efforts on and in specific markets/market segments; uses knowledge of the market and competitors to identify and develop Harkcon’s unique selling propositions and differentiators.
Identifies and builds relationships with customers that would benefit from our services in those markets/market segments.
Identifies federal government contracts and/or contracts vehicles to provide services for those customers.
Identifies and builds relationships with Prime Contractors and Subcontractors with whom we can team, win and grow.
Researches and develops a thorough understanding of the company’s people and capabilities; maintains awareness and understanding of Harkcon’s key customer segments, lines of business, and past performance experience.
Works to strengthen relationships, improve our services and lines of business, expand our business with existing and new customers, build our brand, plan long-term and short-term revenue and growth goals for the company, forecast sales targets, and drive increased revenues and profits to achieve Harkcon’s revenue and growth goals.
Works with Harkcon Program Managers to strengthen relationships, improve our services and lines of business, expand our business with existing and new customers, and build our brand; tracks and records activity on accounts and helps to close deals to meet these targets.
Works with the CFO to develop future revenue projections based on the BD pipeline.
Supports preparation and submission of winning proposals for contracts, contract vehicles, and task orders, as either Prime and Sub; leads post-proposal data collection, archiving, and lessons learned generation.
Develops and implements strategies to ensure that Harkcon proposals are compliant, innovative, and compelling.
Collaborates with Program and Project Managers to gather the information and data required to develop task order B&P efforts.
Prepares for and supports kick-off meetings and color review sessions.
Analyzes RFP/RFQ requirements and prepares outlines for the Volumes based on Section L and M requirements.
Develops master templates for each required Volume/Book and maintains version control.
Schedules win theme/story board meetings and develops win themes.
Performs as a proposal writer/editor on past performance volumes, capability statements, short narratives, resumes, and smaller bids.
Ensures proposal compliance and performs quality control.
Leads the production efforts for timely submission.
Develops and coordinates proposal schedules.
Participates with Program Managers in customer contacts and assesses and reports competitor capabilities.
Identifies and qualifies task order opportunity leads; briefs senior leadership on qualifications.
Tracks opportunities post-submission, which may include interfacing with Government customers.
Actively promotes and complies with Company-wide policy, procedures, and initiatives.
Maintains a positive work climate that is conducive to attracting, retaining, and motivating top-quality employees.
Performs other duties as assigned and/or required.
Develops and maintains BD and B&P policies, training materials, standard operating procedures, and other materials to support effective business development operations across the company.

Required

Master’s Degree or Equivalent Experience
10+ years of federal government BD experience (Proposal Manager, Capture Manager) across the entire new business lifecycle
External experience – client relationship development and selling activities within the U.S. Federal government.
Internal experience – opportunity capture and other development activities.
Advising bid/no bid decisions.
Experience with the RFI/RFP process.
Providing regular BD reporting.
Progressive management / supervisory roles.
Understand Shipley business proposal process or related proposal generation methodologies.
Understanding of government acquisition mechanisms.
Excellent communications, interpersonal, organizational, and analytical skills.
Proficient / advanced knowledge of the MS 365 Suite. Experience with MS Dynamics is a bonus.
Understanding of using LinkedIn for prospecting / account-based marketing.
Must possess planning / organizing skills and be detail oriented.
Must be able to work under deadlines and periods of pressure.
Comfortable moving between high-level strategy and in-the-weeds implementation.
Experience with technical writing, proposal management, and strategic partnership development is a plus.
