Responsibilities
Provide inputs for management-related deliverables.
Perform application software development in a FedRAMP-certified, Cloud-based Software-as-a-Service (SaaS) environment to modernize an existing application that is currently hosted on an on-premise Linux/Oracle-based system.
Re-platforming of system(s) to reduce the technical debt and ensure that the technical stack remains current and operational, and support data migration of legacy applications into a FedRAMP-certified shared services environment.
Software modernization and enhancement efforts following standard SDLC/Agile processes to improve system functionality to meet management objectives.
Requirements analysis, design, development, testing, and deployment of changes and enhancements to existing systems in order to:
Improve system capability and/or performance through system modifications and enhancements
Implement new or enhanced functionality to satisfy legislative mandates, new regulatory requirements and governance, or federal financial management policies and procedures
Provide operations support to provide services necessary to continue ongoing operations of deployed functionality into the target Cloud environment
Provide maintenance support to provide services, including application bug fixes, fixes to reports that are inaccurate, correcting business rules that contain bad logic, inconsistencies caused by regulatory changes to existing programs, and/or assistance in completion of Enterprise Architecture (EA) and infrastructure or software upgrades as identified by the client
Lead an Agile Software Development Team that develops, tests, deploys, maintains, and enhances Cloud-based applications, providing hands-on technical assistance when required
Manage relevant stakeholder communities
Support Project Management activities
Support Cybersecurity compliance initiatives
Develop technical deliverables

Required
Bachelor’s Degree in Computer Science, Business, Accounting, Finance, Mathematics, or similar discipline. Substitution of experience for education may be made where four (4) years of additional experience will be equivalent to a four (4) year degree.
Minimum of 8 years of Software Development experience
Minimum of 4 years of demonstrated experience in the Job Functions described above, including leading small development teams
Expertise in developing software in a Cloud-based SaaS environment (such as Salesforce or ServiceNow)
Possess experience in: Data Modeling, JavaScript
Expertise in Agile development methodologies
Proficiency in workflow automation
Strong teamwork skills
Excellent verbal and written communication skills
Preferred
Experience with federal grants programs
Demonstrate proficiency in one or both of the following: ServiceNow-related technologies such as HTML/XML/CSS/.NET/AJAX; Salesforce-related technologies such as Apex and Visualforce programming, Mulesoft, Lightning Web Components (LWC), and Salesforce Object Query Language (SOQL)
At least one of the professional certifications: Salesforce Certified Developer Certification; ServiceNow Certified Application Developer; MicroStrategy and OLAP skills desirable for Business Intelligence and report development generation
