Responsibilities

Review Advance Pricing Agreement (APA) requests and taxpayer requests for assistance in obtaining relief from double taxation.
Perform a balanced and critical analysis of taxpayer and treaty partner proposals, ensuring compliance with procedural guidelines.
Evaluate, analyze, and develop positions of the United States on complex transfer pricing and international tax issues.
Lead IRS projects to determine optimal transfer pricing methods in a timely manner.
Work cooperatively within teams of IRS employees and independently develop facts, issues, analysis, and conclusions as needed.
Secure additional information directly from taxpayers or treaty partners when necessary.

Required

Must be a U.S. Citizen or National and provide proof of U.S. Citizenship
Undergo a review of prior performance/conduct and an income tax verification
Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check)
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9

Preferred

Demonstrating experience with the Internal Revenue Code (IRC) and regulations pertaining to transfer pricing (IRC 482)
Experience in methods and techniques pertaining to the interpretation and application of IRC 482 and U.S. transfer pricing regulations, and to analyze and provide assistance to taxpayers requesting relief from double taxation related to transfer pricing adjustments
Experience with U.S. transfer pricing regulations and the OECD Transfer Pricing Guidelines
Experience in applying IRS Revenue Procedures covering requests for relief and the prevention of double taxation and other policies and procedural guidelines relating to competent authority matters
