Responsibilities

Answers telephone and written correspondence related to enrollment, financial assessment, and eligibility issues;
Performs on-line updates to Veteran information and manages correspondence and data;
Adjudicates and authorizes Veteran's eligibility applications for programs such as, but not limited to, enrollment, eligibility for VA healthcare benefits, and financial assessment;
Processes requests to update Veterans' personal, eligibility, and enrollment information by entering the information into the HEC database and transmits updates to Veterans Health Administration (VHA) facilities involved in the Veteran's care;
Communicates with management in regard to Veterans' escalated problems and feedback on process improvement;
Develops financial assessments to determine the Veteran's priority for enrollment in the VA Healthcare System and their eligibility for income based benefits;
Counsels Veterans and the representatives regarding the outcome of the case development process;
Observes and adheres to existing regulations so as to be carefully review the circumstances that could enhance, restore, or substantiate the Veteran's benefit status;
Ensures that timely and appropriate measures are taken throughout data collection and data entry processes;
Interacts within the agency representatives from VHA and other federal agencies, Veterans, and/or their family members or representatives, and public officials;
Provides guidance to VA health care facility staff as to regulations, policies, and procedures relating to financial eligibility assessments and health care benefits;
Prepares, composes, or reviews correspondence prepared for the purpose of obtaining or supplying information; and,
Performs all other duties as assigned.

To qualify for this position at the GS-5 level, you must meet one of the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Contact Representative - Health Eligibility Center, and that is typically in or related to the position to be filled. Specialized experience includes receiving and responding to telephone calls/inquiries; inputting and accessing information from a computer system; assisting patients/clients with basic questions and concerns pertaining to benefits; documenting notes; and possessing exceptional interpersonal/communications skills. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week.
Education: Successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
Combination: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work of the position is sedentary with no special physical demands. The person in the position is often required to talk, type, and navigate systems for long periods of time.
