Responsibilities

Provides procurement direction, guidance and requirement/policy interpretation on Federal, Department and Bureau regulations. Serves as lead contracting member on project teams; analyzes difficult issues and identifies alternative or new courses of action.
Oversees acquisition planning and pre-award activities and requirements; serves as source selection authority. Awards and obligates contracts.
Prepares government decisions in response to contractor requests for equitable adjustments and claims.
Oversees contract administration; negotiates contract changes, modifications and terminations.
Ensures contractor compliance throughout contract performance period.

Required

U.S. Citizenship required.
Appointment subject to background investigation and favorable adjudication.
Meet Selective Service Registration Act requirement for males.
Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
This position requires a Level III Certificate of Appointment (COA). Applicants must be able to obtain a FAC-C Level III certification and Level III COA Certificate in accordance with Federal requirements.
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
To qualify for the GS-13 Contract Specialist position you must possess all of the following minimum qualifications by close of the announcement: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: Procurement principals for complex acquisition requirements; Interpreting and correctly implementing acquisition laws, directives, and policy; Leading and executing contracting all requirements and types for major and non-major procurement; Industry practices and sound business strategies; Communicate orally and in writing.
