Responsibilities

Provides guidance on laws, executive orders, special directives, and policy affecting cultural resources, especially the National Historic Preservation Act (NHPA) and the Advisory Council on Historic Preservation's implementing regulations for section 106 of the NHPA (36 CFR Part 800).
Routinely consults and collaborates with State and/or Tribal Historic Preservation Officers, the Advisory Council on Historic Preservation, Native American groups traditionally associated with park lands, and NPS regional and park cultural resource specialists regarding the preservation and protection of cultural resources.
Determines the need for and prepares or oversees the preparation of appropriate consultation letters and documentation for design and construction projects to satisfy the requirements of the National Historic Preservation Act.
Serves as contracting officer's representative: (1) writes and reviews scopes of work and independent government estimates for preparation of archeological surveys, cultural landscape inventories/reports, historic structure reports, National Register of Historic Places determinations of eligibility, etc.; (2) evaluates contractor proposals; (3) oversees contracted work to ensure products are completed on time and within budget; and (4) reviews contractor work to ensure technical sufficiency.
Provides quality assurance reviews of schematic, design development, and construction drawings, as well as construction modifications, to minimize potential impacts to cultural resources, assess the effectiveness of proposed mitigation measures, and ensure conformance with project compliance documents.

Required

U.S. Citizenship required.
Appointment subject to background investigation and favorable adjudication.
Meet Selective Service Registration Act requirement for males.
Complete the initial online assessment and USAHire Assessment, if required.
Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.
You will be required to submit a Motor Vehicle Operator's License and Driving Record.
You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
You may be required to complete training and operate a four-wheel drive vehicle.
Occupancy of government quarters is required.
You will be required to wear a uniform and comply with the National Park Service uniform standards.
A uniform allowance will be provided.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
This position has an intermittent work schedule; you will be subject to call and will have no pre-scheduled work schedule.
This position has a mixed work schedule based on the varying workload, and your work schedule is subject to change from part-time to full-time to on-call as workload dictates.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You will be required to complete a one-year trial period.
You may be required to travel overnight away from home up to 2 nights per month.
You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
Degree: behavioral or social science; or related disciplines appropriate to the position.
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors).
This experience must include: 1) Ability to apply cultural resource knowledge to diverse and complex planning and design and construction projects. 2) Experience in drafting and preparing written reports and materials. 3) Provide oral or written presentations to effectively contribute to professional and public understanding of planning and design efforts as it relates to cultural resources.
