Responsibilities
Provide advice and consultation based upon expert knowledge of quality practices in the anatomical laboratory field, immunocytochemistry, cytogenetics, molecular pathology, and other examination of materials derived from the human body.
Provide advice and consultation on budget, administrative and personnel requirements, record keeping, equipment maintenance, quality control, quality assurance, and proficiency testing program pertinent to CLIA regulations.
Develop operational instructions, regulations, and other guidelines necessary for the implementation of the published regulations, including the State Operations Manual, Regional Office Manual issuances, and forms.
Obtain input from professional organizations and other Federal agencies and negotiates their acceptance of controversial aspects of certification activities.
Perform direct surveys of laboratories to evaluate compliance with Federal regulations, policies, and procedures and compliance with CLIA regulations.
Consult and collaborate with subject-matter experts to identify and recommend uses of specific health data; improve mechanisms for sharing of private/public health data; facilitates exchange of ideas on application of information technology.

Required
You must be a U.S. Citizen or National to apply for this position.
You will be subject to a background and suitability investigation.
Certified in cytotechnology by a certifying agency approved by HHS.
Achieve and maintain a satisfactory grade to qualify as a cytotechnologist in a proficiency examination approved by HHS and designed to qualify as cytotechnologists.
The incumbent must have a current and valid driver's license from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Oversee specialized and technically demanding analytical laboratory procedures for diagnostic and research purposes; (2) Write and implement laboratory policies, procedures, and procedure manuals; AND (3) Establish and maintain effective quality control/assurance, knowledge of CLIA requirements, and preventive maintenance and safety standards.
Bachelor's or graduate/higher level degree: medical field, health sciences or allied sciences.
TRANSCRIPTS are required to verify satisfactory completion of the educational requirement listed above.
