Responsibilities
The Data Management Analyst (DMA) shall develop the data management approach and tools that are compliant with CDC software policies. Tasks may include but are not limited to:
Creating a master data set of all data collected and/or analyzed by the evaluation team. Identify overlap, duplications, etc. Data is collected using Excel, Redcap.
Creating data dashboards according to stakeholder needs.
Creating a data mapping matrix based on the data set.
Identifying ways to build the capacity of grantees to collect and use monitoring and evaluation data.
Transferring of data over into an existing Salesforce-based system from Excel.
The DMA shall conduct data Quality Assurance and Quality Control (QA/QC), cleaning, and merging of data received prior to handoff to evaluation team for analysis.
The DMA shall assist with translating strategic information derived from evaluation findings into executive briefs, slide decks, and other data visualization methods.
The DMA shall optimize and enhance the use of relevant data through suggestions to improve reporting and more effectively manage and analyze data available. Shall review data templates for potential alignment.
The Data Management Analyst (DMA) shall develop, and deliver to the Project Officers or Program Lead, quantitative and/or qualitative data tables and summary reports of the Annual Progress Reports (APRs) and other key reports (as requested) for funding opportunities upon request. The summary report shall include narrative information and use data visualization tools (PowerBI) to present data.
The contractor shall provide an overall assessment of progress and/or lack of progress by recipients as compared to the technical reviews conducted by DSTDP project officers. The contractor shall present the findings to branch staff as a PowerPoint presentation.
Review and digitally file annual progress reports received by CDC from recipients.
Analyze data gathered through means other than the standard progress reports (e.g., meetings, conference calls, recipient profiles, informal communication) and provide summaries or meeting minutes (whichever is most appropriate) to the Notice of Funding Opportunity (NOFO) lead and Program Unit leadership staff for use in the assessment of program performance.
Perform additional assigned tasks as required.

Required
Advanced knowledge and understanding of data analysis and visualization through standard tools such as PowerBi.
Advanced knowledge of Microsoft Suite (Excel, PowerPoint, Word).
Expert in the use of data science tools, methods, and statistical learning models to collect, link, process, code, classify, and analyze public health surveillance, research, and administrative data.
Ability to create and update records throughout the lifecycle of the data.
Ability to create Excel templates to stand up new data repositories within the customer’s larger repository for incoming data to ensure the information is properly captured and accessible.
Excellent written and oral communication skills.
Strong attention to detail and self-motivation.
Excellent computer skills, including word processing, spreadsheet programs and database management.
Working knowledge of Microsoft Office Suite.
Ability to work on multiple projects concurrently and prioritize assignments based on internal customer needs.
Bachelor’s degree in related field or equivalent work experience with at least 4 years of related experience OR a master’s degree in a related field with 2 years of related experience, or high school diploma/equivalent with at least 8 years of related and demonstrated work experience.
Ability to successfully pass a background check.
Preferred
Knowledge of data visualization software and experience building data dashboards. (PowerBi strongly preferred)
Prior experience working with the CDC is highly desired to understand the culture and environment.
Familiarity with M&E concepts, practices, and quantitative, qualitative, and mixed-methods analysis.
Strong critical thinking and analytical skills with proven evaluation data analysis experience related to quantitative, qualitative, and mixed methods evaluation, including experience with quantitative software, specifically SAS, R, or R Shiny.
Familiarity with RedCap or SalesForce or data visualization tools.
