Responsibilities
Providing strategic leadership for OTPHR initiatives, including goal setting, action planning, and overseeing agency-wide activities to strengthen partnerships with Tribal nations.
Supervising and mentoring a diverse team of leaders and specialists, including directing the work of the Tribal Policy Director, Tribal Engagement Director, and Tribal Public Health System Specialist.
Managing OTPHR operations, including personnel oversight, budgeting, administrative processes, and resource allocation.
Overseeing $13.4 million in biennial contracts for Foundational Public Health Services (FPHS), ensuring timely delivery and alignment with Tribal needs.
Representing the agency at key internal and external meetings to advance public health initiatives and articulate the agency’s commitments to Tribal public health.
Partnering with the Executive Director to design and implement strategic improvements in Tribal consultation processes, contracting procedures, and performance reporting.
Leading quality improvement efforts and applying best practices to optimize OTPHR's impact and ensure organizational excellence.
Supporting training and resource development for staff to deepen their understanding of Tribal public health priorities.

Required
Bachelor’s degree in public administration, health policy, business, management, or comparable area of study related to the responsibilities of the position.
Two years of management experience, which may include the oversight and supervision of other managers and operations or of contractors or projects managed individuals not within the direct chain of command.
Five years of experience working with tribal governments including work involving one of more of the following: Contract management, service coordination, and administration of service delivery systems; Foundational Public Health Services; Protocols and processes of the executive and legislative branches of state and local governments, including RCW and WAC development and enactment; The Washington State Centennial Accord and the government-to-government relationships with tribes; Tribal Public Health Programs.
Knowledge of the Washington State Legislature, budgetary, and policy development processes.
Objectively analyzing policy for impacts on health and/or equity.
Public speaking to technical and lay audiences, including providing testimony in front of the Legislature.
Working with diverse communities.
Working collaboratively with multi-disciplinary teams.
Strong understanding of health equity and the social determinants of health.
Communicating in writing, including the ability to translate complex and technical subject matters into plain language for non-technical audiences.
