Responsibilities

Draft, review, and recommend updates to DHS’s Drug-Free Workplace plans, ensuring alignment with federal and departmental guidelines.
Manage compliance audits and review Component DFWP plans, developing protocols to ensure conformity with DHS standards.
Facilitate a smooth transition during DPA changes, ensuring consistent support and documentation integrity.
Prepare submission packages for HHS and Interagency Coordinating Group Executive Committee approval.
Provide expertise on policy, medical, forensic toxicology, and legal matters, responding to cases and Component inquiries within agreed timelines (typically 48 hours).
Track and document cases as required, participate in discussions, and deliver analytical insights to support Component-specific needs.
Gather and consolidate references, precedents, and policy documents, offering comprehensive guidance to DHS Components on complex issues.
Oversee the preparation and submission of DHS’s Annual Survey Report (ASR) data to the Department of Health and Human Services (HHS).
Develop an editable data collection tool to streamline ASR data input across Components.
Aggregate and analyze ASR data, preparing summary reports, visuals, and presentation slides for senior DHS leadership and interagency use.
Ensure timely, accurate submission of consolidated ASR data in alignment with federal reporting guidelines.
Maintain and periodically update the DHS supervisor training course on drug-free workplace requirements, adjusting materials to meet federal and departmental updates.
Provide training materials and educational resources for DHS employees as requested, including orientation briefings for new Component DPCs.
Regularly update and distribute reference materials for supervisor and DPC use to ensure they remain current with changing policies and best practices.
Review Component DFWP plans for compliance with departmental standards, providing feedback and addressing requests for policy deviations.
Draft program notices, training materials, and employee education content in line with departmental goals.
Identify best practices for specimen collection and collaborate on Employee Assistance Program (EAP) referrals related to positive test cases.
Provide timely responses to inquiries on DFWP policy provisions, testing protocols, substance abuse issues, alcohol testing authority, and fitness-for-duty regulations.
Address questions related to Medical Review Officer safety letters, ASR aggregation, and dissemination processes.

Required

Bachelor’s degree in public health, Social Work, Human Resources, or a related field
Minimum of 3 years of experience in drug-free workplace program administration, policy advising, or a related area, with experience in federal program compliance being highly desirable
Strong knowledge of federal drug-free workplace policies, data collection methodologies, and analytical reporting
Excellent written and verbal communication abilities for drafting reports, policy documents, and training materials
Proficiency in data analysis and reporting, with the ability to aggregate and interpret ASR data for high-level summaries
Demonstrated ability to collaborate with stakeholders across organizational levels and provide reliable program support
Eligibility for and maintenance of a DHS security clearance
Availability for occasional travel to DHS facilities for training and compliance assessments, as required
Adaptable hours to meet DHS Component needs, including training sessions and reporting deadlines

Preferred

Master’s degree
Certification in drug and alcohol program administration or a related field
