Responsibilities

Serves as an Agency expert in the development of e-learning products and processes. Determines appropriate training solutions, whether it will be e-learning, instructor-led or blended to ensure that the most effective training approach is utilized to ensure learner success.
Utilizing project management skills, plans and manages e-learning course development projects end-to-end, ensuring participation of all relevant stakeholders in the determination and organization of content, and ensuring a consistent process of review and testing of all new e-learning courses prior to launch.
Designs, develops, conducts, and evaluates e-learning courses with emphasis on organizational learning needs, for both employees and volunteers. Courses are complex, innovative, and require continued revision and reassessment. Determines needed subject coverage and conduct extensive research to develop source information for use in e-learning products.
Plans, organizes, supports/directs, and coordinates Agency's e-learning programs, including coordination of the Mandatory Training e-learning course portfolio.
Assists the Chief of Digital Learning and Knowledge Management in developing, integrating, planning and synchronizing e-learning projects with Agency's training needs and requirements.
Develops e-learning plans and projects to support Agency's knowledge management, training needs, management of training resources, program planning and evaluation, training development, analysis and evaluation, training research, and training automation requirements.
Manages projects from development to maintenance by modifying highly complex curricula into distance learning products. Formalizes e-learning product management processes, identifies major structures/negotiate project scopes, documents stakeholders, creates communication plans, determines testing and evaluation procedures.
Ensures PC compliance with Federal and PC specific regulations and promotes Agency approach for e-learning standards across the Agency.
Serves as lead e-learning business analyst engaging Peace Corps offices and posts to determine their training requirements and e-learning solutions.
Establishes policies and processes to support the appropriate use of educational technology integration into curriculum and takes a leadership role in the implementation of new policies and processes associated with the acquisition, integration, and support of educational technology.
Provides the Agency expert guidance for procurement, use, and maintenance of distance learning technology learning management system (LMS), virtual conferencing, etc. Collaborates with OCIO concerning decisions pertaining to educational technology acquisition, training, use, and support.
Demonstrate proficiency with Peace Corps' LMS and other relevant technology. Resolves complex issues.
Represents the Agency's e-learning initiatives at professional meetings and conferences within and outside the Agency. Maintains liaison with other service providers, contractors, government agencies, colleges and universities and keeps abreast of e-learning developments.

Required

You must be a U.S. Citizen.
You must be at least 18 years of age.
All Federal employees are required to have federal salary payments made by direct deposit to a financial institution of their choosing.

Prior to employment, and in compliance with statutes 5 USC 3322 and 22 USC 2507b, Peace Corps will conduct a check of Peace Corps records for both Returned Peace Corps Volunteers and former Peace Corps employees.
All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.
This position requires a public trust background investigation.
This is a bargaining unit position.
A one-year probationary period is required.
The initial appointment to this position cannot exceed five years.
To be minimally qualified for this position at the FP-03 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-04 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience includes: Experience managing an instructional/educational program; Experience developing and recommending solutions for issues directly affecting the accomplishment of the e-learning programs and product objectives; Experience providing technical and administrative direction and training and career development programs that support Federal mandate.
I have a bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
I have a combination of education and experience which includes courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study.
Current or Formal Federal employees, including current Peace Corps employees, must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the FP-09 (GS-05) grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position to which you are applying.
