Responsibilities

Advises the Chief, Division of Economic Development on planning, developing, organizing, coordinating and oversight of implementation of business development, including related administrative issues, projects, and budget.
Maintains liaison with Federal, State, local agencies, the Tribes and private industry to assist in development of business opportunities.
Develops and maintains relationships throughout Indian Country to identify matters of mutual concern and to pursue productive courses of action toward mutual goals.
Leads and supports efforts to improve economic conditions in Tribal communities and spur job creation on reservations.
Works with Tribes, Tribal organizations, other federal partners, and stakeholders to identify barriers to economic progress at reservations and tribal communities and works to develop ways to surmount them.
Researches and analyzes local demographics, available employment skills sets, business opportunities, and job training needs to develop and help implement new program strategies and makes recommendations to advance tribal economies.
Performs quantitative and qualitative analyses of various business and economic development efforts and provides recommendations concerning policies developed or administered outside the division that impact Indian economic development.
Supports all stages of the DED grants, including review of solicitation and grant applications.
Prepares recommendations and budget justifications for resource requirements to accomplish economic development projects;
Negotiates with managers of various components of the Department and Indian Affairs to obtain needed resources and support.
Works with academic and financial institutions to encourage students to pursue studies in business development, eventually leading to entrepreneurship and business opportunities for both the tribes and tribal members.

All qualification requirements must be met by the closing date of this announcement
Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date
To qualify for the GS-13 grade level you must possess at least one year of specialized experience at the GS-12 grade level or equivalent performing at least four of the six specified duties
To qualify for the GS-14 grade level you must possess at least one year of specialized experience at the GS-13 grade level or equivalent in ALL of the specified duties
