Responsibilities

Participates in system administration and operational support (e.g., hardware/software installation, maintenance and support, system logs and problem reports, adds, changes, deletes, disk space management, backups, and file restores).
Assists in monitoring of the system’s performance and capacity planning.
Troubleshoots and/or interacts with IT staff or vendors in testing, operational support and troubleshooting of system hardware and software problems.
Assist to develop, communicate, and monitor the operational standards and procedures for the system.
Acts as a technical resource to the IT staff and systems users.
Overall responsibility for implementing and maintaining technology infrastructure for EMS department and related sub-departments.
Maintain organizations effectiveness by defining, delivering and supporting strategic plans for implementation of information technologies.
Directs projects by coordinating resources and timetables with user departments, Project Management Office, and Vendors.
Provides technical end-user support to help diagnose software and hardware problems, this includes either solving the problem directly or contacting and working with IS staff to resolve the problem.
Document, implement, maintain and enhance Standard Operating Procedures (SOP) for equipment and system security.
Install and configure, hardware, software and peripheral devices. Replace or retire hardware as needed.
Function as the primary liaison between the EMS Department, the IS vendors, Hospital IS services, and other Health System Departments for all IS issues.
Coordinate preventative maintenance procedures of devices (i.e., field computers/laptops, and cell phones, etc.), and in conjunction with the Biomedical Department, coordinate activities that interface with the EMS Electronic Medical Record System.
Responsible for all aspects of the EMS Emergency Medical Record (EMR) and its reconciliation process with EPIC, HIE, and other software systems, both internal and external.
Develop and maintain the department’s website and social media platforms.
Provides departmental Information System training and staff support for individual needs.
Plan and oversee projects (e.g. upgrades, hardware/software installations), Data Integration.
Develops and implements a business continuity plan and procedure in the event of system downtime.
Handle acquisition, configuration, and deployment of equipment.
Provide on-call support as needed for global issues experienced after normal working hours.
Supports QA/QI program with technical assistance and data.
Provides 24/7 on-call support coverage to address emergency outages / staff access issues.
Manages relationship with billing provider: a. Ensure that all revenue generating opportunities are captured and actioned. b. Provides billing provider with all needed information and data to facilitate billing functions. c. Regularly meets with billing
Maintains current records and understanding of billing and collection activities and progress. a. Provides monthly financial summary report to leadership b. Identifies and communicates areas of concern and opportunity
Develop and implement new billing policies/practices/reimbursement models as needed. a. Works collaboratively with all applicable internal and external stakeholders on development and implementation.
Monitor performance and KPIs of billing provider
Pursues aging debt with applicable hospital staff.
Maintains current knowledge of EMS industry billing standards and functions. a. Ensure that the EMS department is adhering to current standards. b. Provide department leadership with recommendations for change. c. Provides guidance to ensure service fees
Responsible for all aspects of the EMS Emergency Medical Record (EMR) and its reconciliation process with EPIC, HIE, and other software systems, both internally and externally.
Ensure New York State Department of Health EMR compliance and HIPPA compliance.
Provides direct staff training on EMR.
Ensure that an ePCR (ambulance call report) is completely written and submitted in a timely manner for every ambulance run. a. Holds staff accountable for non-compliance.

Required

Bachelor degree in Computer Science or a related discipline or an equivalent combination of education and work experience.
Three years of applicable experience in IT systems and EMS EMR systems.
One year of applicable experience in ambulance billing leadership.
Certified NYS EMT or paramedic.

Preferred

Master’s degree.
Paramedic strongly preferred.
