Responsibilities
Oversee permit programs and implement required Prevention plans, including coordinating multiple departments, compliance, documentation, and education programs for Anoka County’s MS4 Permit.
Obtain the necessary federal, state, and local agency environmental permits related to highway design, construction, and maintenance activities.
Provide leadership and guidance to the staff in designing, managing, and implementing various projects, plans, processes, grants, and programs pertaining to all environmental aspects of a Highway project.
Act as a subject matter expert for the environmental aspects of project delivery to ensure County projects meet federal, state, and local environmental compliance.
Participate in technical advisory groups related to improving water resources management including stormwater runoff, wetland mitigation, groundwater planning, and environmental impacts.
Develop and maintain relationships with federal, state, county, and local environmental regulators.
Oversee consultant teams working on behalf of Anoka County to provide environmental services for the department or other professional services necessary to comply with regulations and other requirements.
Conduct private and public site inspections as needed to ensure site construction erosion is contained within project sites.
Review, prepare, and provide input on behalf of Anoka County for environmental review including AUAR’s, Environmental Assessments, Findings of Suitability to Transfer, and Affidavit of Contaminated Substances for Real Property Transfer.
Manage the County’s Maintenance agreements for Stormwater treatment facilities to ensure County partners comply with EPA monitoring, maintenance, and inspections for compliance with rules and regulations.
Coordinate and assist in seeking grant funds for County water resources-related activities. Develop and manage consultant contracts, grant applications, reports, and records.

Required
Bachelor's degree
At least 6 years of job-related experience
Preferred
Degree in Environmental Science, Biology, Water Resources Management, Geology, Civil Engineering or a closely related field or related field
Ability to prepare complex written reports
Knowledge of federal, state and local laws and regulations pertaining to water resource and environmental management
