Responsibilities
Manage day-to-day activity operations, including administration, logistics, procurement, budgeting, and accounting.
Ensure program implementation, budgeting, and reporting are in accordance with USAID regulations and procedures and the specifications described under project activities.
Contribute to annual work planning, budgeting, and overall program financial management, including responding to data calls from USAID, as required.
Conduct quarterly subcontractor compliance checks for all deliverables, reporting, and adherence to flow-down clauses.
Manage transparent and efficient collaboration and project management tools Communicate promptly with USAID, vendors, and stakeholders, particularly when inquiries are made.
Support the COP in developing the project deliverables including: Monthly Financial Reports, Annual and Final Reports, etc.
Assist the COP in drafting budgets for activity work plans, work orders and buy-ins.
Support the COP in hiring and onboarding STTA consultants, as needed.
Manage and maintain up-to-date project inventories.
Support in-person event logistics and procure event/meeting space, as needed.
Supervise the project operations team, including a senior operations specialist, project associate, and events logistics specialist.
Assist the COP in identifying and implementing cost-saving opportunities, where appropriate.
Collaborate with people and culture to support hiring of local and regional talent and ensuring compliance to local labor laws.

Required
Master’s degree in a relevant field, plus at least 10 years experience, with six years of relevant experience in project operations management, preferably with USAID-funded projects or other international development programs.
Proven experience managing cost plus fixed fee contracts, time and materials and other similar USAID contract mechanisms.
Experience managing day-to-day operations, including administration, logistics, procurement, and budgeting.
Experience in financial management, budget development, monitoring, and reporting.
Demonstrated supervisory experience, including managing a team and fostering a collaborative work environment.
Demonstrated experience working on USAID-funded projects and supporting overseas staff.
Strong understanding of USAID regulations and procedures related to program implementation, budgeting, and reporting.
Excellent organizational abilities, with attention to detail and ability to meet deadlines.
Strong communication and interpersonal skills, particularly in liaising with USAID, vendors, and other key stakeholders.
Problem-solving skills and ability to troubleshoot operational and financial issues effectively.
Familiarity with event logistics and procurement processes on USAID-funded projects.
Ability to draft budgets, financial reports, and other project deliverables.
Demonstrated ability to manage subcontractors and ensure adherence to contractual requirements.
Preferred
Experience with quality improvement approaches.
Fluency in a second language (preferably French, Spanish, or Portuguese).
Experience in supply chain.
Lived experience in Africa, Asia and/or Latin America.
