Responsibilities

Manage acquisition development, fielding, and sustainment of the program including standardization, commonality, configuration management, risk management, design for logistics support, test and evaluation, and modeling and simulation.
Assess and provide strategic direction for resolution of mission-critical problems, policies, and procedures.
Formulate organizational strategies, tactics, and budget/action plan to acquire and allocate resources.
Establish and maintain internal and external channels of communication across government and industry.
Serve as an expert advisor applying advanced concepts, principles, and processes for life cycle engineering and management of various systems, subsystems, equipment, and procedures.
Direct assignments to encourage employee development and cross-functional growth to meet organizational needs.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You may be required to travel on short notice and for an extended period of time.
Positions filled may require Temporary Duty (TDY) travel approximately 65% of the time.
You may be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
This position may be a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Positions filled may require Confidential, Secret, Top Secret, or Top Secret (SCI) security clearance. Security clearances may vary depending on the position. You will be notified at the time of selection the security requirement.
Positions filled may be covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field A- Program Management, Level III. Certification is required within 24 months of appointment.
You may be required to successfully complete a pre-appointment physical examination.
Successful completion of a pre-employment drug test (including marijuana) may be required. A tentative offer of employment may be rescinded if you fail to report to the drug test appointment or pass the test. You may be subject to random testing.
All eligibility, qualifications, and time-in-grade requirements must be met by the referral cut-off date.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "As a professional Engineer applying advanced engineering concepts to develop test and evaluation strategies for the effectiveness of a defense program's life cycle."
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
OR
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. S. Office of Personnel Management.
OR
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above).
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
