Responsibilities
Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist.
Acts as principal technical specialist or as a project manager or team leader for large work activities.
Applies experience and comprehensive technical knowledge applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems.
Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems.
Assignments frequently require knowledge and experience working across functional and/or organizational lines.
Ensures that assigned certificate holders meet Federal Aviation Regulations and Department of Transportation (DOT)/ Hazardous Materials Transportation Regulations with respect to their hazardous material operations programs.
Maintains regular contact with the certificate holders and other Federal Aviation Administration (FAA) Principal Inspectors, and coordinate activities with management officials as appropriate.
Determines the need for, and then establishes work programs for surveillance and inspection activities to assure adherence to applicable regulations and safety attributes, under limited direction from management.
Evaluates hazardous materials systems and focus activities and resources on areas of greatest risk.
Requires and/or directs correction of any hazardous material system deficiencies/discrepancies and is responsible for the conduct of compliance actions, enforcement investigations and preparation of final reports and recommendations on disposition.
Determines the appropriate methods and/or plans for securing corrective action and validates through directing on-site inspections for confirmation on the effectiveness of corrective actions.
Through complex data analysis and assessment, the Principal Inspector (PI) makes the bottom-line decision on the certificate holder's hazardous materials system performance and determines what further actions are needed, if any.
Reviews manual revisions to correct any conflict with regulatory requirements; eliminate unsafe practices; and/or improve the existing processes and/or procedures.
Reviews safety oversight data (Safety Assurance System (SAS), Enforcement Information System (EIS), Safety Performance Analysis System (SPAS), etc.) to identify trends that indicate deterioration in the safety of hazardous material transport operations.
Directs or suggests changes required to correct such trends.
Performs comprehensive reviews of hazardous material manuals to ensure proper processes and procedures are in place.
Evaluates hazardous material training programs to ensure that they meet the requirements of the Federal Aviation Regulations and Department of Transportation Hazardous Materials Transportation Regulations.
Follows current Federal Aviation Administration procedures for the approval and/or acceptance of hazardous materials manuals and training programs.
Perform other duties as assigned.

Selective Service Registration is required for males born after 12/31/1959.
Must submit an SF50 (See Required Documents).
Designated or Random Drug Testing required.
A one-year probationary period may be required.
Successful completion of a security investigation may be required.
TO QUALIFY AT THE FV-J (FG/GS 14) LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS 13) level.
SPECIALIZED EXPERIENCE includes: Experience overseeing or conducting safety inspections; developing or overseeing the implementation and surveillance programs; analyzing risk-based safety data; utilizing the Safety Assurance System (SAS); networking and building relationships with stakeholders across multiple layers of an organization, agency, or industry; and providing expert level advice, guidance, and support to senior management officials on safety matters.
