Responsibilities
Provide assistance to managers and applicants, providing information concerning the agency Merit Promotion program.
Provide managers, employees, and job applicants with information and interpretations of the agency's recruitment and placement procedures, practices, policies, and guidelines.
Coordinate with Administrative Officers on such matters as notifying them of not to exceed (NTE) dates for temporary promotions, temporary appointments, leave without pay NTE, etc.
Provide technical advice to employees throughout CDC/ATSDR on various issues pertaining to pay transactions and other benefit entitlements/problems.
Determine and assign nature of action codes based on type of request and the appropriate authority codes.
Process a full range of official personnel actions, to include but not limited to appointments, promotions, reassignments, separations, adverse actions, details, name changes, leave without pay, return to duty, excepted and temporary appointments, career-conditional or career appointments, transfers, reinstatements).

To qualify at the GS-09 grade level, you must have at least one year of specialized experience at or equivalent to the GS-07 grade level, which must include experience in Recruitment and Placement, Processing, Classification, or Policy.
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include experience in Recruitment and Placement, Processing, Classification, or Policy.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations.
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
Education completed in foreign colleges or universities may be used to meet the requirements.
