Responsibilities
Monitor construction activity to ensure compliance with contract plans, specifications, and scheduling.
Manage the technical submittal process to ensure submittals meet contract requirements.
Manage the change order process required to address unforeseen conditions, differing site conditions, design deficiencies, etc.
Review construction project parameters to recommend changes that will improve the overall project results.
Negotiate design modifications with representatives to verify operational agreements satisfy the interests of facilities programs and projects.
Apply professional knowledge of engineering/architectural principles and theories consistent with a bachelor's degree in engineering or architecture.
Apply general knowledge of construction contracts, project delivery methods, and regulations governing Federal contract administration.

Required
Bachelor's degree in engineering or architecture
At least one year of specialized experience at or equivalent to the GS-11 grade level
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Males born after 12-31-59 must be registered for Selective Service
Must obtain and maintain a current valid United States driver's license
Must obtain and maintain an interim and/or final security clearance prior to entrance on duty
Position covered under the Defense Acquisition Workforce Improvement Act (DAWIA)
Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
Position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Must be able to travel on military and commercial aircraft for extended periods of time
Must complete training, obtain, and maintain a government credit card for travel and travel-related purchases
Must be able and willing to traverse on construction jobsites (approximately 20% of the time) and be able to communicate both orally and in writing effectively to all leadership levels
Successful completion of a professional engineering degree or related field with specific coursework
OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE)
OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration
OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering
OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field
Successful completion of a bachelor's or higher degree in architecture or related field with specific coursework
OR Successful completion of a combination of college-level education, training, and/or technical experience related to architecture
Must be able to wear personal protective equipment continuously during work shifts
Must participate in medical surveillance programs
