Responsibilities
Serve as an expert advisor and provides leadership for extensive DOE scientific and engineering efforts.
Plan, organize and manage programs/projects that are broad in scope and that lack scientific and/or engineering precedents for critical phases of the project required for accomplishment of vital DOE missions and goals.
Negotiate cost-sharing and other contractual terms with appropriate participation by procurement offices, Office of General Counsel, and patent counsel on projects involving millions of dollars annually.
Develop, review and implement detailed project plans that direct the work undertaken by various DOE organizations, contractors and grantees.
Prepare input or reviews and comments on assigned reports and issues produced by interagency groups.
Represent DOE and assigned organization on interagency task forces, committees, and other groups or conferences relating to technical and policy issues.

Required
United States Citizenship
Participation in the e-Verify program
Certification of registration with the Selective Service System for male applicants born after December 31, 1959
Completion of a one year probationary period if selected
Submission of a Financial Disclosure Statement upon entering the position and annually
Bachelor's degree in engineering from an ABET-accredited program or equivalent education and experience
24 semester hours in physical science and/or related engineering science for Physical Scientist applicants
Specialized experience equivalent to GS-14 for GS-15 applicants, including expertise in Life Cycle Analysis (LCA) and carbon management technologies
Specialized experience equivalent to GS-13 for GS-14 applicants, including expertise in LCA for energy-relevant applications
